    삼성물산이 호주의 대규모 프로젝트인 로이힐 철광석 광산 개발사업의 준공 시기를 지키지 못해 하루 16억원의 공사지연 벌금에 직면했다고 호주 언론들이 10일 보도했다.

호주 ABC방송과 시드니모닝헤럴드 등은 11일 삼성물산의 개발 사업이 진행 중인 서호주주(州)의 콜린 바넷 주총리가 전날 로이힐 광산의 첫 선적은 예정보다 늦은 내년 초에나 가능할 것이라는 뜻을 밝혔다며 이같이 보도했다.

삼성물산은 애초 지난 9월까지 공사를 마치기로 했지만 지키지 못했으며, 한 달의 유예기간인 10월까지도 공사를 끝내지 못하면 하루 200만 호주달러(약 16억4천만원)의 벌금을 물어야 하는 처지다.

바넷 총리는 이날 로이힐 광산의 첫 선적 시기에 대해 "내년 초에나 가능할 것으로 생각한다. 하지만 이것은 나의 추측일뿐"이라고 말했다.

바넷 총리는 "이는 100억 호주달러(8조2천억원) 규모의 프로젝트"라며 "광산과 철도, 항만 건설과 함께 모든 관련 설비를 위탁받은 것으로, 안전 기준도 준수해야 하는 만큼 프로젝트마다 시간이 걸린다"라고 덧붙였다. 

업계 소식통도 올해 내 첫 선적이 이뤄질 가능성은 점차 희박해지고 있다고 시드니모닝헤럴드에 전했다.

삼성물산은 공사기간을 맞추려고 수백명의 인력을 추가 투입했음에도 공사 지연 을 막지 못했다.

삼성물산은 공사비가 초과한 상황에서 추가 작업자에 대한 주거 및 교통 경비 등을 놓고 하도급업체들과의 법적 분쟁에 휘말리면서 공사기간을 맞추는 데 더욱 어려움을 겪었다.

삼성물산은 10일 서호주 건설업체인 NRW 홀딩스와는 손해보상금으로 3천만 호주달러(245억원)를 주기로 합의하기도 했다.

특히 이번 공사를 발주한 로이힐 홀딩스 측도 삼성물산을 상대로 소송을 제기하면서 10일 서호주 주대법원에서 소송전이 시작됐다.

가격 폭락으로 생산비 절감을 위해 필사적인 노력을 기울이는 국제 철광석 업계는 로이힐 광산의 생산 착수 시기에 주목하는 실정이다.

호주 광산 갑부 지나 라인하트 소유 로이힐 개발사업은 연간 5천500만t의 철광석 처리 플랜트, 광산에서 항만까지 철도 340㎞, 선석 2개와 야적장 등을 갖춘 항만 등을 건설하는 내용이다.

삼성물산은 2013년 3월 56억 호주달러 상당의 로이힐 프로젝트를 수주했다고 밝힌 바 있다.

The lead contractor on Gina Rinehart's multi-billion-dollar Roy Hill project has resolved a protracted dispute with another contractor.

Samsung has been at loggerheads with civil and mining contractor NRW holdings over the rail formation contract, originally valued at more than $620 million.

Samsung has agreed to pay the contractor $30 million and NRW will withdraw all litigation actions through the WA courts and the Singapore arbitration process. 

In a statement to the Australia Securities Exchange, NRW's chief executive Jules Pemberton said the settlement provided the company with certainty.

"Our objective throughout the process has been to agree to a fair and commercial settlement with Samsung," he said.

"Our FY15 [financial year] accounts recognised the importance of concluding an agreement and securing resulting cash flow from that agreement.

"This agreement avoids continued negotiations, the contractual arbitration process and the legal cost of pursuing that process, all of which have no certainty of outcome," he said.

The agreement prevents either company from pursing further contractual claims, liquidated damages or any other back charges.

Samsung has been embroiled in legal action with several other contractors working on the project.
