미 의회, 대북전단금지법 청문회

참석자들 "한국 인권 침해 우려"

 

   미국 의회 내 초당적 기구인 ‘톰 랜토스 인권위원회’가 대북전단금지법 제정 등 한국의 인권 상황과 관련한 청문회를 개최했습니다. 미 하원의원들과 증인으로 출석한 참석자들은 대북전단금지법과 더불어 북한과의 관여를 우선순위에 둔 한국 정부의 각종 인권 침해 문제를 제기했습니다. 함지하 기자가 보도합니다.

청문회에 나선 미국 의원들은 한국 정부의 ‘대북전단금지법’이 ‘표현의 자유’를 포함한 인권의 기본권리를 침해한 것이라며 강하게 비판했습니다.

 

 

‘톰 랜토스 인권위원회’ 공화당 측 공동위원장인 크리스 스미스 하원의원은 15일 ‘한국의 시민적, 정치적 권리: 한반도 인권에 대한 시사점’을 주제로 열린 화상 청문회 모두발언에서 한국이 민주주의 국가이며, 인권 문제에 있어서도 북한과 극명한 대조를 이루는 나라라는 점을 상기시켰습니다.

 

그러면서, 한국 정부가 시행 중인 ‘대북전단금지법’에 대한 반대 의사를 분명히 했습니다. 

 

[녹취: 스미스 의원] “I believe then and I believe now that this law currently under review by the Korean Constitutional Court unduly infringes upon freedom of expression under both the Korean constitution and the International Covenant on Civil and Political Rights.” 

 

현재 한국 헌법재판소가 심리를 진행 중인 ‘대북전단금지법’은 한국 헌법은 물론 시민적·정치적 권리에 관한 국제규약(ICCPR)에 따른 표현의 자유를 부당하게 침해한다고 믿고 있다는 겁니다.
