엘살바돌, 철도 사업 추진 동향
중미경제통합은행(CABEI)는 엘살바도르 부켈레 대통령의 핵심사업 중 하나인 철도 네트워크 구축 사업의 타당성조사 수행을 지원하기로 결정하고 ‘21년 1분기 내 착수할 예정이라고 밝힘.
엘살바도르 정부는 수도 산살바도르를 가로지르는 북서부의 Acajutla 항구와 남부 La Unión 항구 사이에 태평양철도(Pacific railway project) 또는 해안철도(coastal train project)를 건설할 계획임.

El Salvador’s Pacific railway project set to move forward
The Central American Bank for Economic Integration (Cabei) has committed to conduct studies to determine the feasibility of a rail network in El Salvador, which would include one of President Nayib Bukele’s signature projects.
The technical cooperation is set to begin during the first quarter, according to the bank.
While the studies could greenlight more than one project, the announcement also opens a possibility for building the Pacific railway, or coastal train project, between the northwestern Acajutla port and the southern La Unión port, crossing capital San Salvador.
Overall, the bank’s US$450,000 technical contribution, which was approved by South Korea under the Korea-Cabei partnership single donor trust fund (KTF), will help complete a passenger railway and freight demand analysis, in addition to the economic-financial, legal and regulatory analysis that will serve to establish future opportunities for public-private partnerships, Cabei said in a statement.
The bank will also provide recommendations for the use of technologies and systems to deploy the network, and it will create work plans to provide institutions with technical knowledge from South Korea.

CABEI는 한-카베이 파트너십 신탁기금(KTF)을 통해 45만불의 자금을 투입하여 경제-금융, 법률, 여객 및 화물 수요분석 등 사업의 타당성을 조사할 계획으로, 향후 해당 사업의 공공-민간 파트너쉽을 위한 기틀을 마련할 것이라고 언급함. 또한, CABEI는 엘살바도르 및 중미국가들이 한국과의 기술협력을 통해 한국철도기술 및 경험과 지식을 전수받을 것으로 기대하고 있음.
CABEI 단테 모시 총재는 코스타리카의 두 개 철도사업에 우선순위를 두고 있는데, 코스타리카 국회에서 해당사업에 대한 CABEI자금 사용승인을 거부한다면, 엘살바도르 철도 사업에 집중할 것이라고 ‘20년 7월에 언급한 바 있으며, CABEI는 한 국가에 국한된 철도시스템이 아닌 중미지역 전체의 철도노선을 구축하는 것을 목표로 하고 있음.
