대림산업이 터키 정부에서 발주할 예정인 ‘터키 이스탄불 3층 터널 민관협력(PPP)사업’ 입찰 준비에 박차를 가하고 있다. 이번 프로젝트는 터키 역사상 최대 규모인 35억달러가 넘을 것으로 추정된다.
12일 건설업계에 따르면 대림산업은 올해 상반기 터키 이스탄불 3층 터널 PPP사업에 대한 기술적 F/S를 지원해달라고 한국해외인프라도시개발지원공사(KIND)에 요청했다. 대림산업 자체적으로도 이번 프로젝트의 사업성을 사전에 분석하기 위한 F/S 작업에 착수했다.

F/S는 크게 기술적, 법적, 재무적 평가로 나뉜다. 대림산업은 이중 법적, 재무적 타당성 조사는 회사 자체적으로 추진하고 기술적 타당성 조사에 대한 지원을 KIND에 신청했다. KIND는 이를 수락해 지난 4월 기술적 F/S 수행 업체로 삼보기술단을 선정했다. 삼보기술단은 오는 9월까지 6개월 동안 기술적 F/S를 수행할 예정이다.
터키 이스탄불 3층 터널 PPP사업은 터키 보스포루스해협 해저에 아시아와 유럽을 잇는 3층 해저터널을 건설하는 프로젝트다. 1층과 3층은 자동차 전용 상하행 도로, 중간층은 복선철도가 오가는 터널을 지을 계획이다. 터널의 총 연장은 16.2km이며 지름은 19m로 건설할 예정이다.
총 사업비는 아직 확정되지 않았지만 최소 35억 달러가 넘을 것으로 예상된다. 공사기간은 60개월이며 완공 후 20년 동안 민간 사업자가 운영해 임대수익을 얻고 터키 정부에 운영권을 돌려주는 BOT(Build Operate Transfer)방식이다.
이 사업은 터키의 불안한 정세 때문에 4년째 속도를 내지 못하고 있다. 발주처인 터키 교통부 산하 건설국은 지난 2016년부터 이 프로젝트의 입찰을 공고하겠다고 밝혔지만 정국 혼란으로 환경평가, 타당성 조사 등 절차가 지연되면서 올해까지 미뤄졌다. 터키 정부는 연내 프로젝트 입찰 공고를 다시 추진할 방침이다.

대림산업 관계자는 "KIND에 터키 이스탄불 3층 터널 사업에 대한 기술적 F/S를 요청했다"며 "정국이 불안한 터키 정부가 이 프로젝트를 재정사업으로 전환할 가능성도 있기 때문에 KIND와 함께 사전 F/S를 실시해 사업성을 면밀히 검토하는 중"이라고 말했다.
그는 "재정사업으로 추진할 경우에는 설계·조달·시공(EPC) 입찰에, PPP사업일 경우 EPC를 포함한 운영 사업 입찰에 도전할 것"이라며 "다만 터키 정부가 이스탄불 3층 터널 사업을 4년째 미뤄왔기 때문에 발주 시기가 올 연말에서 내년으로 미뤄질 수도 있다"고 덧붙였다.
대림산업은 지난 2017년에도 SK건설과 컨소시엄을 구성해 사업비 31억유로의 ‘터키 차나칼레 대교건설 PPP사업’을 수주했다. 이 프로젝트는 대림산업·SK건설 컨소시엄이 준공 후 16년 2개월 동안 최소운영수익(MTG)을 보장받으면서 운영하는 BOT 사업이다.
