Say:

(말하는 내용에 집중) 말하다

She said she could eat a horse.

Speak:

1. (말하는 행위를 말함) 말하다

The team manager will speak tomorrow.

She needs to speak to everyone about the new policy.

I can speak English.

Talk:

(말을 주고 받는 행위) 이야기하다, 말하다

We talked about the new teacher. (한 명만 말을 한게 아니라, 서로 주고 받으며 이야기를 했다는 의미)

Tell:

(말하는 대상과 내용에 초점) 말하다

Jack would like to tell me about the new movie. (말을 주고 받은게 아니라, 한 명이 다른 사람에게 말을 한 것을 말함.)
