    북한이 핵무기 개발을 계속 강행하고 있고, 이미 탄도미사일 탄두에 넣을 수 있는 소형화된 핵무기를 개발했을 것으로 보인다는 내용의 유엔 기밀 보고서가 나왔다.

로이터통신은 3일(현지 시각) 유엔 안전보장이사회(안보리) 산하 대북제재위원회 전문가패널이 작성한 보고서를 입수했다며 이같이 전했다. 이 보고서는 잠정본으로, 이날 안보리 대북제재위에 제출됐다.

보도에 따르면 보고서에서 다수 국가는 북한이 "아마도 탄도미사일 탄두에 들어갈 수 있는 소형화된 핵무기를 개발했을 것"이라고 평가했다. 또 이들 국가들은 지난 6차례 북한 핵실험이 핵 무기 소형화에 도움을 준 것으로 보고 있다. 이 국가들이 어느 나라인지 적시되지는 않았다. 한 국가는 북한이 "기술적 향상을 이루거나 잠재적으로 다탄두 시스템을 개발하기 위해 추가 소형화를 추구할 수 있다"고 평가했다.

보고서는 "북한은 고농축 우라늄 생산과 실험용 경수로 건설을 포함한 핵 프로그램을 계속하고 있다"며 "한 회원국은 북한이 계속 핵무기를 제조하고 있다고 평가했다"고 전했다.

일본 NHK도 지난 2일 이 보고서를 입수해 "북한은 지금도 핵 관련 물질을 계속 제조하고 있고 핵탄두를 탑재하기 위해 탄도미사일 능력과 설비를 계속 상향시키고 있다"는 내용이 담겼다고 보도했다.

NHK는 또 이 보고서에 북한이 유엔 제재로 전면 금지된 석탄 수출을 올해 3월 이후 선박을 통한 해상 물자 환적 수법으로 재개해 위법하게 자금을 확보하고 있으며, 유엔이 정한 상한선을 훨씬 넘는 석유 정제품을 밀수입하고 있다는 내용도 담겨 있다고 전했다.
