A project that was proposed by the Toyota Tsusho Corporation appears to have been taken under 

consideration by Kuwait’s Partnerships Technical Bureau (PTB) and Ministry of Electricity and Water 

(MEW). PTB and MEW issued expression of interest requests for the Al Abdaliyah Integrated Solar 

Combined Cycle Project in Abdaliyah, Kuwait. The ambitious project will combine 60MW of 

concentrating solar power (CSP) generation with the remaining capacity of the 280MW plant coming 

from gas generation. As the original creator of the project, Toyota Tsusho would be granted up to a 

5% commercial edge over other bidders when the bid scoring is evaluated. The winning bidder will 

be responsible for finance, design, procurement, construction, operation and maintenance and will 

need to sign an energy conversion and power-purchase agreement with the ministry of Electricity 

and Water. Bidders must respond to the request by 23 July this year.

쿠웨이트의 민자사업청인 KAPP(Kuwait Authority for Partnership Projects)가 수전력부(MEW)와 협력하여 발주하는 압달리야민자태양광 복합화력 발전소 프로젝트(Al-Abdaliyah Integrated Solar Combined Cycle Power Project)의 입찰서가 지난 11월 8일에 발급되었으며 입찰 마감일은 2016년 3월 17일이다.  이 프로젝트는 220MW급 복합화력 복합사이클 발전소와 60MW급 태양광 발전소를 통합하여 쿠웨이트 북부의 압달리야지역에 25년 BOT로 건설하는 7.2억 달러 규모의 사업이며 HSBC가 재무 컨설팅을 맡고 있다.
