   호주 정부가 시드니 제2국제공항 건설 자금을 마련하기 위해 기존의 시드니 국제공항을 드나드는 이용객에게 10 호주달러(8천200원) 정도를 부과하는 것을 검토하고 있다.

이 방안은 전격적인 총리 교체로 지난달 물러난 조 호키 전 재무장관이 추진하던 것으로, 현 말콤 턴불 정부도 이를 고려하고 있다고 호주 데일리텔레그래프는 24일 전했다.

내년에 신공항 건설에 착수할 예정인 호주 정부로서는 민간투자 유치가 순탄치 않은 만큼 국제선 이용객으로부터 건설비용을 마련하는 것을 주요 방안으로 보고 있다는 것이다. 이 같은 계획은 호키 전 장관의 강력 추진으로 입법 절차가 진행 중이었다고 신문은 전했다. 호키 전 장관은 이미 야당에 계획을 설명하고 주요 항공사와도 의견을 교환했으며, 각료회의에 관련 법안 제출을 앞두고 있었던 것으로 전해졌다. 수십억 호주달러에 이를 자금 마련을 위해 애초 모든 국내선 이용객에게는 5 호주달러를, 국제선 이용객에는 10 호주달러를 각각 부과한다는 방침이었다. 이와 관련, 스콧 모리슨 현 재무장관은 공항 이용객을 상대로 한 건설 자금 징수 문제를 언급하는 것은 아직 시기상조라는 뜻을 밝혔다. 모리슨 장관은 정부가 시드니국제공항을 운영하는 서던 크로스 공항(SCAC) 측과 이야기를 나누고 있다며 결과를 예단하고 싶지는 않다고 호주 AAP통신에 밝혔다. 호주 정부는 시드니 서부 외곽지역인 배저리스 크릭에 제2국제공항 건설을 추진하고 있다. 내년에 착공해 1단계로 총 30억 호주달러(2조5천억원)를 투입, 2020년대 중반까지 하나의 활주로를 가진 공항을 건설한다는 계획이다. 현재 시드니국제공항은 2002년 민영화하면서 SCAC에 넘어갔으며, 이 회사는 시드니 제2국제공항에 대한 소유 및 운영에 대해 우선적인 권리를 갖고 있다. 이에 따라 일부에서는 공항 이용객을 상대로 한 건설 자금 징수는 SCAC에 큰 이익을 주는 반면 저가 항공사들에는 타격이 될 것이라며 반대 목소리를 내고 있다. 시드니 신공항 건설 구상은 인프라 투자를 통해 성장을 유인하는 동시에 승객과 화물의 혼잡도를 줄인다는 방침에 따라 마련됐다 (시드니=연합뉴스) 김기성 특파원  cool21@yna.co.kr

 Confidential plans for Sydney's second airport at Badgerys Creek have been leaked by an Australian mainstream media outlet, who also revealed that stage one construction could begin next year and that the airport would eventually rival the size of JFK International Airport in New York.

While the designer behind the basic concept plans is yet to be revealed, there have been calls for an expert team to be responsible for the airport’s design.

Australian public policy institute, The McKell Institute called for an architectural competition back in July 2014, and Consult Australia held their own design competition in October 2014 to provoke a broader discussion about what the public wants from the new airport.

Representatives from Australian architecture firms Cox Richardson and HASSELL were involved in the Consult competition and the winning concept, which involved Cox’s Lachlan Abercrombie, can be found here:

A series of maps were leaked by News Corp Australia showing the planned location, runway configurations and terminals envisaged for the airport. They include details about Stages 1 and 2 for the airport’s construction and schematics drawings of the airport’s configuration and size.

The initial construction stage, which could begin in 2016, would involve the excavation of some 100 million cubic metres to create a level precinct in Western Sydney of roughly 20sqkm.

The stage 1 site map, marked "for cost purposes only", shows a single east-west runway of 3,700m and a small domestic and international terminal as well as a cargo terminal.  A schematics drawing also shows a three-kilometre transport tunnel earmarked for a future underground rail link to the airport.

News Corp has reported that the stage one runway would accommodate the largest plane in the sky — the A380, and that the total cost for the first stage will come in at around $4 billion. They also said Stage 1 airport could accommodate 10 million passengers annually and by 2050 an expanded Badgerys Creek airport could accommodate 80 million, twice the current number serviced by Sydney Airport at Mascot.

According to the maps, the airport should by 2050 expand to include twin parallel 3.7 kilometre runways, with passenger terminals positioned between them. They also show a large amount of space allocated for commercial development, cargo buildings and a massive glazed roof terminal.
