유엔무역개발회의 보고서
"1억명 넘게 절대 빈곤 내몰려
각국이 금융지원 확대 나서야"
올해 신종 코로나바이러스 감염증(코로나19) 사태로 전 세계에서 1억 개의 일자리가 사라질 것이란 전망이 나왔다. 개발도상국은 엄청난 경제적 타격으로 ‘잃어버린 10년’에 직면할 수 있다는 우려도 제기됐다.

According to the report, key to success will be tackling a series of pre-existing conditions that were threatening the health of the global economy even before the pandemic hit. They include hyper-inequality, unsustainable levels of debt, weak investment, wage stagnation in the developed world and insufficient formal sector jobs in the developing world. 유엔무역개발회의(UNCTAD)는 22일(현지시간) ‘2020 무역개발 보고서’를 통해 “올해 세계 경제성장률이 작년 대비 4% 하락하고 개도국의 9000만~1억2000만 명이 절대 빈곤에 내몰릴 것”이라며 “코로나19로 세계가 질병과 사망에 시달리며 소득 격차가 확대되고 있다”고 분석했다. 이어 “개도국은 건강 관련 지출 증가, 세수 감소, 수출 부진, 부채 등으로 재정 적자가 더욱 커질 것”이라고 우려했다.

UNCTAD는 또 각국 정부가 부채 부담 등으로 자칫 성급하게 긴축 재정을 펼치면 2022년께 글로벌 경제가 ‘더블딥(이중 침체)’에 빠질 수 있다고 경고했다. 코로나19 이전 수준의 긴축 상태로 돌아간다면 경제 성장이 꺾이고, 실업률이 증가하면서 앞으로 10년간 침체기를 겪을 수 있다고 전망했다. 국가 간 무역 분쟁과 이주·환경 문제 등도 심화될 것으로 예상했다.
코로나19가 초래한 경제 피해에 대한 대응은 2008~2009년 글로벌 금융위기 이후 각국에서 채택한 정책과 비슷해서는 안 될 것이라고 지적했다. 글로벌 금융위기 이후 주요 20개국(G20) 정상들은 경기 활성화를 위한 일자리 회복, 보호무역주의 배척 등에 합의했으나 각국이 이를 지키지 않았고 잇따라 긴축 정책에 나섰다는 것이다.
UNCTAD는 “잃어버린 10년은 불가피한 것이 아니라 정책적 선택의 문제”라며 “개도국에 대한 금융 지원을 확대하는 등 세계 각국이 공동 대응에 나서야 한다”고 했다.
