ILO “전 세계 노동자 81% 실직… 2차 세계대전 이후 최악”
전 세계 노동자 5명 중 4명이 신종 코로나바이러스 감염증(코로나19)의 여파로 일자리를 잃거나 근무시간이 줄어든 것으로 나타났다. 2분기에는 1억9500만 명이 일자리를 잃을 수 있다는 분석이 나온다.
국제노동기구(ILO)는 7일(현지 시간) 전 세계 노동자의 81%인 27억 여 명이 코로나19로 해고되거나 근무시간이 축소됐다고 분석했다. 코로나19 확산을 막기 위해 각국이 이동 제한, 상점 폐쇄 등의 조치를 취하면서 기업과 상점들이 문을 닫거나 업무를 축소해 빚어진 결과다.

"Workers and businesses are facing catastrophe, in both developed and developing economies," said ILO Director-General Guy Ryder, addressing journalists via video conference. "We have to move fast, decisively and together. The right, urgent measures could make the difference between survival and collapse," he said from the ILO headquarters in Geneva. Ryder underlined that substantial reductions in employment were foreseen in Arab countries with 8.1% or 5 million full-time employees, Europe with 7.8% or 12 million full-time workers and Asia and the Pacific with 7.2% or 125 million full-time workers. 또 ILO는 2분기에는 세계 전체 노동시간이 6.7% 감소할 것으로 전망했다. 이를 정규직 노동자의 근로시간으로 환산하면 1억9500만 명이 일자리를 잃는 결과가 된다고 ILO는 분석했다. 아시아태평양 지역에서만 1억2500만 명이 타격을 입을 것으로 예측됐다.
가장 취약한 분야는 전 세계 노동력의 약 38%(12억5000만 명)를 차지하는 유통, 제조, 숙박, 요식업이다. ILO는 이들 중 상당수가 저임금 저숙련 노동자여서 쉽게 해고될 수 있다고 지적했다.
가이 라이더 ILO 사무총장은 “선진국과 개발도상국 모두에서 노동자와 기업이 재앙에 직면했다”며 “제2차 세계대전 이후 가장 심각한 위기”라고 우려했다.
