Musk suggests it could be used in the tunnels created by his Boring Company, specifically at the Las Vegas Convention Center.
According to images released by Tesla, the 'bus-like' vehicle would run people around a city at maximum speeds of 124 miles per hour.
The design would be mostly glass and inside seating for passengers.
The Master Plan was first made public in 2016, which is an outline the company hopes to complete over the next decade.
The document's vision includes Tesla's electric compact vehicles, the Cybertruck and Cyberquad, according to Electrek.
Musk has noted that the Cybertruck would be Tesla's last new product for a while, but following the Master Plan, the firm could be set to launch a new transportation vehicle.
It is not clear if Tesla is working on a vehicle for urban transportation, but it would be all-electric and resemble a traditional bus

'In addition to consumer vehicles, there are two other types of electric vehicle needed: heavy-duty trucks and high passenger-density urban transport,' reads the Master Plan.
'Both are in the early stages of development at Tesla and should be ready for unveiling next year.'
