트럼프 “터키, 쿠르드족과 휴전 유지…모든 경제 제재 해제할 것”
도널드 트럼프 미국 대통령이 23일(현지 시간) 워싱턴 백악관에서 기자회견을 열고 “터키와 시리아 북부 쿠르드족 사이 ‘영구적(permanent)’ 휴전이 있을 것이므로 터키에 부과한 모든 제재를 해제한다”고 발표했다. 미국은 7일부터 터키가 지상군을 투입해 시리아 북부 쿠르드족을 공격하자 이를 저지하기 위해 14일 3명의 터키 장관 및 2개 부처를 제재했다.
트럼프 대통령은 이날 기자회견 직전 트위터를 통해서도 “터키와 시리아 국경에서 큰 성공이 있었다. 안전지대가 만들어졌다! 휴전이 유지됐고 전투 임무는 끝났다. 쿠르드족은 안전하며 우리와 아주 잘 협력해왔다”고 밝혔다.

22일 레제프 타이이프 에르도안 터키 대통령과 블라디미르 푸틴 러시아 대통령은 정상회담을 통해 터키 접경의 시리아 내 ‘안전지대’로부터 쿠르드 민병대를 철수시키고 터키-러시아 양국 군이 합동 순찰하기로 합의했다. 터키와 러시아는 양해각서를 체결하고 쿠르드족 부대와 군사 조직에 대해 23일 정오부터 150시간 이내에 시리아-터키 국경에서 30㎞ 외곽 지역으로 철수를 마무리해야 한다고 밝혔다.

시리아-터키 국경으로부터 폭 10㎞에 이르는 터키의 군사작전 구역에서는 양국 군이 합동 순찰을 하고, 군사작전 구역에 포함되지 않는 지역에는 러시아 군사경찰과 시리아 정부군이 투입된다.
터키는 그동안 쿠르드 인민수비대(YPG)를 자국 내 쿠르드 분리주의 테러조직인 ‘쿠르드노동자당’(PKK)의 시리아 분파로 규정하고 최대 안보 위협으로 간주해왔다. 터키는 안전지대에서 YPG를 몰아낸 뒤 360만명에 이르는 자국 내 시리아 난민 중 100만명 이상을 이곳으로 이주시킬 계획이다.
이번 합의로 6일 트럼프 대통령이 전격적으로 시리아 미군 철수를 결정한 뒤 터키가 쿠르드족을 공격했던 사태는 일단락됐다. 하지만 터키와 러시아가 시리아 북부·북동부 완충지대 관리방안을 도출, 미군 철수로 생긴 힘의 공백을 러시아가 메우는 모양새가 되면서 미국이 지정학적 경쟁의 패배자가 됐다는 평가도 나온다.
