2020년 1분기부터 공사 시작 계획,

1. 페낭 국제공항 등 말레이시아 내 국제공항 개황
말레이시아 내에는 6개의 국제공항이 있음. 말레이시아 반도(서말레이시아)에 Kuala Lumpur 국제공항·Langkawi 국제공항· Penang 국제공항·Senai 국제공항 등 4개, 동말레이시아에 Kuching 국제공항·Kota Kinabalu 국제공항 등 2개임.
페낭국제공항(Penang International Airport)은 1935년부터 운영한 가장 오래된 국제공항 중 하나임. 페낭주의 주도인 George Town에 위치하고 있으며 Kuala Lumpur 국제공항, Kota Kinabalu 국제공항에 이어 세 번째로 이용객이 많은 공항임. 연간 650만 명이 이용 가능하며 물류센터는 36만 톤의 물류 처리가 가능한 규모임.

MAHB to proceed with Penang International Airport expansion plan Tuesday, 2 Jul 2019 (MAHB) is ready to proceed with its plan to expand the Penang International Airport after getting the approval from the Ministry of Finance. Group chief executive officer Raja Azmi Raja Nazuddin said MAHB has been working on the expansion project over the past two years, bringing in consultants to draw up detailed construction plans after engaging with the Ministry of Transport (MoT), Malaysian Aviation Commission (MAVCOM) and the Penang state government, including Chief Minister Chow Kon Yeow. “The plans are ready to be submitted by the end of July 2019 to obtain the planning approval from the Penang Island City Council (MBPP), after the project has received the necessary clearance from MAVCOM, MoT and the Department of Director-General of Lands and Mines (Federal) as the land owner,” said the airport operator in a statement today. The statement was in response to a news report titled “Operating issue an obstacle to private initiative for airports” which quoted Chow as saying that certain issues have hampered the progress of the Penang International Airport’s expansion. MAHB said it is currently in the midst of discussions with various parties on the options for investment and funding models. The airport operator said it had submitted an application to fully fund the project under the proposed MAVCOM Regulated Asset Base (RAB) framework and is now waiting for approval. 2. Penang 국제공항 확장 계획
2019년 7월 4일 현재 말레이시아 재무장관, 페낭주 고위 관료 등의 발표에 따르면 페낭국제공항 확장은 2020년 1분기부터 공사가 시작될 것이며 총 규모는 12억 링깃 규모로 알려짐. 그러나 아직은 세부적인 확장 분야나 공사 세부계획 등은 아직 밝혀지지 않고 있음.
말레이시아공항공사(Malaysia Airports Holdings Bhd)는 말레이시아 교통부, 말레이시아 비행청(Malaysian Aviation Commission), 페낭 정부 등 관계 부처와의 긴말한 조율하에 지난 2년 동안 확장 계획을 수립해왔음. 현재는 정부의 승인·인가는 득한 상태이며 페낭의회(Penang Island City Council)의 최종의견 조회를 거친 뒤 최종계획을 7월 말 경에 페낭의회에 제출할 예정으로 알려져 있음.

또한 말레이시아 공항공사는 다양한 이해관계자들과 공사에 필요한 자금 모금을 위한 펀딩 모델, 투자 방법 등을 논의하고 있으며 MAVCOM Regulated Asset Base 프레임워크를 따르는 자금조달 방안을 정부에 제출해 승인을 기다리고 있는 것으로 알려짐.
페낭국제공항은 2012년도에 확장돼 현재의 650만 명 이용 가능 규모로 확장됐으나 이미 이용가능 규모를 넘어서서 확장을 하게된 것임.
2012년 확장 당시 말레이시아 정부는 2020년까지는 650만 명 이용 규모면 충분할 것으로 예상했으나 2018년도에 이미 780만 명을 넘어섰고 정부 추산에 따르면 2020년에는 970만 명이 이용할 것으로 예측되고 있음.
정부의 계획은 12억 링깃을 투입한 확장 공사를 통해 연간 1600만 명 이용이 가능한 공항으로 탈바꿈 하는 것임.

3. 입찰 관련 일반 사항
말레이시아 재무부 내 정부입찰 관련 부서에 따르면 일반적으로 외국 기업이 정부 입찰에 참가하기 위해서는 말레이시아 내에 법인설립이 필요하며 입찰 내용에 따라 재무부와 CIDB(Construction Industry Development Board)에 사전 등록이 필요함.
일반적으로 정부 입찰 정보는 말레이시아 내 발간되는 신문과 정부 입찰 포털사이트(http://myprocurement.treasury.gov.my/)에 등재됨. 아울러 페낭국제공항 확장 프로젝트와 관련해 국내기업들은 말레이시아공항공사의 입찰 관련한 사이트 가입(https://epro.malaysiaairports.com.my) 및 주기적인 입찰정보 확인(https://vms.malaysiaairports.com.my/)이 필요함.
현지 언론 등에 따르면 페낭국제공항 확장 프로젝트와 관련한 공식 입찰 내용은 올해 말에 공식 등재가 되고 밝혀질 것이며 중국 회사 2개사를 포함한 약 6개 기업이 입찰 참여 의사가 있는 것으로 현지 언론 등을 통해 알려짐.
