NuScale Power LLC and Doosan Heavy Industries and Construction Co., Ltd. (DHIC) signed a memorandum of understanding (MOU) for strategic cooperation to support deployment of the NuScale Power Module (NPM) small modular reactor (SMR) worldwide. The relationship includes DHIC, a member of the Doosan Group, and potential Korean financial investors, which, commensurate to final due diligence, plan to make a cash equity investment in NuScale.

두산중공업, 美 첫 소형모듈원전에 '원자로 모듈' 공급 미국 최초 소형모듈원전에 핵심 주기기 공급 예정  뉴스케일이 추진하는 해외 소형모듈원전 사업 참여 교두보 마련  경제성과 안전성 대폭 강화한 모델 재생에너지의 백업 전원으로 활용 가능    두산중공업은 미국의 원자력발전 전문회사인 뉴스케일파워(NuScale Power)와 소형모듈원전(SMR, Small Modular Reactor) 사업 협력을 위한 양해각서를 체결했다고 30일 밝혔다.  29일(현지시간) 미국 워싱턴 D.C.에서 열린 체결식에는 나기용 두산중공업 원자력BG장과 존 홉킨스(John L. Hopkins) 뉴스케일파워 CEO 등이 참석했다.  뉴스케일파워는 소형원전 사업을 선도하는 업체로, 미국 에너지부(DOE)의 지원 아래 소형모듈원전을 개발 중이다. 이 회사는, 발전사 UAMPS가 2026년 상업운전을 목표로 미국에 건설하는 첫 소형원전 프로젝트에 소형모듈원전을 공급할 예정이다.  미국 워싱턴 D.C.에서 29일(현지시각) 열린 두산중공업과 미국 뉴스케일파워(NuScale Power)의 소형모듈원전(SMR, Small Modular Reactor) 사업 협력을 위한 양해각서 체결식에서 두산중공업 나기용 원자력BG장(오른쪽에서 네번째)과 존 홉킨스(John L. Hopkins) 뉴스케일파워 CEO(오른쪽에서 다섯번째)가 MOU 체결 후 참석자들과 함께 기념촬영을 하고 있다 뉴스케일파워의 소형모듈원전은 원전의 핵심기기인 원자로, 증기발생기, 가압기, 주배관 등을 지름 4.5m, 높이 23m인 원자로 용기에 모두 담은 일체형이다. 이 원자로 용기를 격납용기가 둘러싸며 보호하는 설계로 별도의 격납건물이 필요하지 않다.  각각의 모듈은 60MW의 출력을 낼 수 있으며 전력수요에 맞춰 모듈 수를 조정함으로써 맞춤형으로 공급할 수 있다. 이번 UAMPS가 건설하는 원전은 모듈 12기가 들어가는 720MW급이다.  이 원전은 냉각재 펌프 없이 자연 대류를 통해 냉각수를 순환시키는 방식으로 운영된다. 또한, 소형모듈원전은 지하 수조에 담겨 있어 만일의 사고로 냉각수가 공급되지 않더라도 지하 수조가 냉각수 역할을 하도록 안전성을 대폭 향상시킨 것으로 평가받고 있다.  두산중공업은 이번 MOU 체결을 통해 뉴스케일파워의 소형모듈원전의 설계 제작성을 검토하고, UAMPS 원전 프로젝트의 핵심 기기인 원자로 모듈*을 공급할 예정이다. 또한 양사는 뉴스케일이 주정부와 건설을 협의중인 아이다호, 워싱턴, 와이오밍 등 미국 내 지역 뿐 아니라 중국, 러시아, 사우디 등 소형모듈원전에 관심이 높은 해외 시장으로 사업혁력을 확대해 나갈 계획이다.  * 원자로 모듈(NPM, NuScale Power Module) : 뉴스케일파워가 개발한 소형모듈원전의 핵심설비로 핵연료를 통해 증기를 발생시키는 원자력증기공급계통(NSSS)에 해당함.  뉴스케일 측은 “공장에서 일체형 소형모듈원전을 제작한 뒤 건설 부지에 바로 설치하면 되므로 건설 비용과 기간을 크게 줄일 수 있다”며 “신규 발전원으로서 뿐 아니라 풍력 등 재생에너지의 백업 전원으로도 활용할 수 있을 것”이라고 설명했다.  나기용 BG장은 “두산중공업의 원전 분야 기술과 경험을 활용해 미국 최초로 건설되는 소형모듈원전에 핵심기기를 성공적으로 공급하겠다”고 말했다. 두산중공업은 전략적 협력관계를 강화하기 위해 국내 투자사와 함께 뉴스케일파워에 대한 투자 참여도 추진중이다.  두산중공업은 미국에서 건설 중인 보글(Vogtle) 원전 3, 4호기의 주기기를 포함해 국내, 중국, UAE 등에 원자로 32기와 증기발생기 114기를 공급했다.  두산중공업

Under the terms of the MOU, DHIC, a pre-eminent, world-renowned nuclear pressure vessel manufacturer with substantial experience, is expected to build a portion of the most critical and complex NPM sub-assemblies for the plant under development for Utah Associated Municipal Power Systems, which is expected to begin operation in 2026.

The new international relationship with DHIC will further build NuScale’s US-centered supply chain and accelerate NuScale’s ability to deliver its technology quickly to future customers around the world.

Under the terms of the MOU, which is subject to a satisfactory due diligence negotiation of a definitive agreement and regulatory approvals, the companies are aiming to close the strategic supplier agreement in July 2019.

NuScale’s technology is the world’s first and only SMR to undergo design certification review by the US Nuclear Regulatory Commission (NRC). The NRC is scheduled to complete its review of NuScale’s design in September 2020.
