Nuclear Decommissioning process refers to the shutting down of the reactor and the demolishing of the power plants, making it available for some other use. 원전해체연구소 유치 열기 후끈 산자부, 3월까지 입지선정 예정 공모 아닌 지정 방식 방안도 적극 검토 2030년까지 약 9조원 원전해체시장 형성 2019년 새해들면서 원전해체연구소 유치 열기가 후끈 달아오르고 있다. 산업통상자원부가 지난해 말 정부 업무보고를 통해 올해 3월까지 동남권 원전해체연구소 입지선정과 설립방안을 포함한 원전해체산업 육성 종합전략을 마련할 계획이라고 밝혔기 때문이다. 경북도, 유치 가능할까 아울러 원전해체연구소 유치에 따른 지자체간 과열 경쟁을 우려해 입지선정을 공모가 아닌 지정 방식으로 하는 방안도 적극 검토하고 있는 것으로 알려졌다. 현재 원전해체연구소 유치에 적극 나서고 있는 지방자치단체는 경북을 비롯해 부산과 울산 등 3곳이다. 경북은 전국 최다 원전 보유(12기)와 한국수력원자력본사와 방폐장 등이 위치하고 있다는 점을 부각시키고 있다. 여기에 부산은 국내 첫 해체대상인 고리 1호기 소재지임을, 그리고 울산은 현대중공업 등 원전해체산업 인프라 구축 등을 내세우고 있다. 경상북도는 원전해체연구소가 경주지역에 설립되면 원전 설계에서부터 건설.운영. 해체, 지정폐기까지 모든 과정이 유기적으로 이뤄질 수 있고 특히 원전 해체에 따른 방사성 폐기물 처리가 용이하다는 점을 장점으로 꼽고 있다. 경북도는 또 문재인 정부의 탈원전 정책으로 △고용 감소 연인원 1천272만명 △사회경제적 손실 4조4천195억원 △법정지원금 감소 5조360억원 △신규 원전 백지화(신한울 3·4호기, 천지 1·2호기, 월성1호기) 피해 5조원 등 천문학적 피해를 예상하고 있다.
원전산업의 미래 먹거리인 원전해체사업(사진=CBS자료사진) edited by kcontents 동국대 김규태 교수는 지난달 경주에서 열린 '원자력안전클러스터포럼 연구결과 발표회에서 "경북지역은 국내 원전의 50%를 보유하고 있음에도 불구하고 원자력 관련 산업시설과 연구시설이 없어 정부차원의 배려가 요구된다"며 "경주를 원자력산업 직접 단지화 시 국가 에너지산업 발전의 시너지 효과를 극대화할 수 있다"고 강조했다. 김 교수는 아울러 원전해체와 사후관리 사업을 주도하기 위해 원전해체산업클러스터(가칭)구축과 원전해체 기업유치를 주문했다. 경북도는 월성원전 인근에 330만여㎡의 부지에 원전해체연구소를 포함한 원자력연구단지 조성 계획을 밝히고 원해연 유치에 힘을 쏟고 있다. 이철우 경북지사는 "고준위 폐기물이 획기적으로 줄어들고, 안전에도 걱정없는 미래 원전 기술을 개발하는 원자력연구원이 지역에 들어서게 되면 경북은 미래를 주도하는 신성장 동력을 확보하게 된다"고 밝혔다. 지난 2017년 고리 1호기 영구정지와 지난해 월성 1호기 조기폐쇄 결정 등으로 국내 원전해체사업도 본격 확대될 것으로 보인다. 경북도는 오는 2030년까지 약 9조원의 원전해체시장이 형성될 것으로 전망하고 있다. 아울러 한국원자력연구원의 연구용역 결과를 보면 세계적으로도 오는 2029년까지 259개 원전이 해체에 착수(해체비용 72조원)할 예정이고 2050년이후에는 440조원 규모로 늘어날 것으로 전망했다. 뉴스줌 edited by kcontents 원전해체산업을 국내 원전산업의 먹거리 산업으로 육성하겠다는 정부 계획에 맞춰 경북도가 원전해체연구소 유치를 통해 동해안 원자력산업 클러스터 조성사업에 박차를 가할 수 있을지 주목된다. 대구CBS 권기수 기자 노컷뉴스 |
