보통 핵무기 1개를 제조하는 데는 플루토늄 6㎏ 정도가 필요한 데 북한은 이보다 적은 양의 플루토늄으로 핵무기를 제조할 수 있는 기술을 확보한 것으로 우리 군과 정보 당국의 판단이 수정된 것이다.

군과 정보당국은 최근 "핵무기 1개 제조에 플루토늄 6㎏ 정도가 소요되지만, 북한의 경우 핵무기 개발 경과를 고려할 때 적은 양의 플루토늄으로도 핵무기 1개를 제조할 수 있는 수준에 도달했다"는 평가를 했다고 복수의 정부 소식통이 25일 밝혔다.

이는 플루토늄 5㎏ 정도로도 핵무기 1개를 제조할 수도 있다는 의미이다.

현재 국방부는 북한이 플루토늄 40여㎏ 정도를 보유한 것으로 추정하고 있다. 플루토늄 6㎏으로 핵무기 1개를 제조할 수 있다는 것을 고려하면 6~7개를 제조할 수 있는 양이다.

그러나 플루토늄 6㎏ 이하로 핵무기 1개를 제조할 수준이라면 8개 이상을 제조할 수 있다는 계산이 나온다.

한 소식통은 "북한이 40여㎏의 플루토늄을 보유한 것으로 추정한다는 공식 자료를 아직 수정하지는 않고 있다"면서 "다만, 북한이 그간 핵활동을 꾸준히 해왔고 지난 8월부터 영변 2원자로(5MWe 흑연감속로)를 재가동하고 있는 점 등으로 미뤄 플루토늄 확보량은 더욱 늘어날 것으로 예상한다"고 설명했다.

군과 정보 당국은 또 북한이 외부 기술을 도입해 우라늄 농축용 원심분리기를 자체 제작한 것으로 판단하고 있다.

소식통은 "북한은 지속적으로 고농축 우라늄(HEU) 생산을 추진 중인 것으로 파악하고 있다"면서 "정확한 양은 구체적으로 파악할 수 없는 상황"이라고 전했다.

한편, 지난 10월 평양 김일성광장에서 열린 노동당 창건 70주년 기념 열병식에서 등장한 핵배낭 부대의 존재 여부에 대해서는 "지난 2013년 7월 열병식에서 처음 식별된 이후 지속적으로 추적해왔지만, 북한에 핵배낭 부대가 존재한다는 첩보는 없다"고 소식통은 설명했다.

A minimum of 13 pounds of plutonium is required to manufacture a nuclear weapon.

SEOUL, Dec. 25 (UPI) -- South Korea's Defense Ministry said North Korea is capable of producing a nuclear weapon, using less than 13 pounds of plutonium.

A government official in Seoul who spoke to South Korea press on the condition of anonymity said North Korea has secured 88

pounds of plutonium, and capable of producing one weapon of mass destruction, South Korean outlet Newsis reported Friday, local time.

Yonhap reported a minimum of 13 pounds of plutonium is required to manufacture a nuclear weapon, and North Korea can manufacture 6-7 weapons.

In August, North Korea reportedly restarted its Yongbyon Reactor 2 to resume plutonium production, South Korea press reported. In early 2013, Pyongyang had already begun building light water reactors at Yongbyon.

North Korea's nuclear arsenal continues to grow, even as the country has come under attack from the international community for its weapons program. The Institute for Science and International Security issued a report in October stating Pyongyang has enough nuclear material to build 22 nuclear weapons, and more specifically, between 66 and 88 pounds of separated plutonium in late 2014.

The report had stated activities captured in commercial satellite imagery at the Yongbyon nuclear site indicated spent fuel has been removed for chemical processing, and the fuel could have been used for nuclear tests. North Korea could produce weapons from plutonium or weapons-grade uranium, the report said, and could make a median of 22 nuclear weapons, but more information is needed on the size of North Korea's centrifuge program.
