일본이 중국을 제치고 태국 고속철 사업을 따냈다고 일본 아사히(朝日)신문이 28일 보도했다. 이 매체는 "일본과 태국 정부는 27일 태국 북부 치앙마이와 남부 방콕을 잇는 670㎞ 구간에 일본 고속철인 신칸센(新幹線)을 도입하기로 합의했다"고 전했다. 총사업비는 120억달러(약 13조3000억원)이며, 이르면 2016년 2분기 착공할 예정이다. 일본이 고속철 기술과 건설 자금을 모두 지원하는 방식이다. 태국 고속철은 중국도 군침을 흘리는 사업이다. 리커창(李克强) 총리가 2013년 10월 태국에서 직접 '고속철 세일즈'를 벌였을 정도다. 이번에 태국이 중국 대신 일본을 선택한 표면적 이유는 고속철 차관(借款)의 이자율 때문이다. 중국은 사업 자금을 빌려주면서 2~4%의 이자율을 제시했지만 일본은 공적개발원조(ODA) 자금 형식으로 1% 카드를 내밀었다는 것이다. 이번 일본 측의 수주가 동남아에 오래 공을 들인 일본의 영향력이 아직 막강하다는 것을 보여준다는 분석도 나온다. 일본은 베트남~라오스~태국~미얀마를 잇는 '동서(東西) 경제회랑'을 통해 동남아 경제권을 장악하고 있다. 이에 맞서 중국은 윈난~태국~말레이시아를 관통하는 '남북(南北) 경제회랑'을 추진하고 있다. 남북 회랑은 중국의 신(新)실크로드 전략인 '일대일로(一帶一路)'와도 맥이 닿는다. 아직 승부는 끝나지 않았다. 중국과 태국은 작년 말 태국 동북부 농카이와 동남부 라용을 연결하는 867㎞ 철도 건설을 위한 양해각서(MOU)에 서명했다. 홍콩 봉황망은 이날 "중국과 일본은 태국 외에 인도·말레이시아·인도네시아 등에서 고속철 사업권을 놓고 경쟁하고 있다고 말했다. 조선일보 베이징=안용현 특파원 |

By YO NOGUCHI/ Staff Writer Japan will provide Shinkansen technology for a high-speed rail link between Bangkok and the northern city of Chiang Mai under an agreement reached with Thailand on May 27. Total project costs are estimated in excess of 1 trillion yen ($8.1 billion). Several hurdles remain, however, including finding the funding. If the project is realized, it would mark the second time Shinkansen technology has been exported. Taiwan introduced the system in 2007 According to the transport ministry, the rail link will run for about 670 kilometers. However, the actual route, locations of stations and the start and completion dates of the railway construction have yet to be decided. The two countries said they would undertake detailed surveys to sort out the matter. They agreed in 2012 to cooperate on building railway infrastructure in Thailand. But this is the first agreement for Shinkansen technology in Thailand. The Japanese consortium behind the project could comprise East Japan Railway Co.; Mitsui & Co.; Hitachi Ltd.; and Mitsubishi Heavy Industries Ltd. The Abe administration regards infrastructure exports as one of the pillars of its economic growth strategy.
