WASHINGTON (Reuters) - The Trump administration plans to add China's top chipmaker SMIC and oil giant CNOOC to a blacklist of alleged Chinese military companies, escalating tensions with Beijing before President-elect Joe Biden takes office, according to sources familiar with the matter and a document seen by Reuters.

로이터통신에 정통한 소식통과 문서에 따르면 트럼프 행정부는 중국 최고 반도체 제조사인 SMIC와 석유 대기업 CNOC를 중국 군 기업 블랙리스트에 추가해 중국과의 긴장이 고조되고 있다.
미 국방부는 중국 기업 4곳을 추가로 지정해 총 35곳을 확보할 태세다.
미국 국방부는 이들 기업이 중국 군부의 소유이거나 영향을 받는 곳으로 판단했다. 또 중국 공산당원이나 그 가족의 미국 방문을 제한하는 규정을 도입했다.
도널드 트럼프 대통령이 최근 내린 행정명령으로 미국 투자자들이 내년 말부터 블랙리스트에 오른 기업들의 증권을 사들이지 못하게 됐다.
블랙리스트에 새로 추가된 내용이 언제 연방관보에 게재될지는 즉각 알려지지 않고 있다. 그러나 로이터통신과 4개 소식통이 확인한 자료에 따르면 이 목록에는 중국건설기술(주)과 중국국제엔지니어링컨설팅공사를 비롯해 반도체제조국제공사(SMIC), 중국국립해양석유공사(CNOOC) 등이 포함되어 있다.

The Department of Defense (DOD) is poised to designate four more Chinese companies as owned or controlled by the Chinese military, bringing the total number to 35. A recent executive order issued by President Donald Trump would prevent U.S. investors from buying securities of the blacklisted firms starting late next year.
It was not immediately clear when the new additions to the blacklist would be published in the Federal Register, making the move official. But the list includes China Construction Technology Co Ltd and China International Engineering Consulting Corp, as well as Semiconductor Manufacturing International Corp (SMIC) and China National Offshore Oil Corp (CNOOC), according to the document seen by Reuters and four sources.
