특정 사업 지목 ‘압력’은 이례적

    글로벌 대형투자사 18곳이 베트남 석탄화력발전소 건설에 참여하는 한국전력과 삼성물산 등에 투자·시공 계획 철회를 요구하는 공개 서한을 21일 발송했다.

북유럽 최대 자산운용사인 스웨덴의 노르디아와 덴마크 연금펀드 MP펜션, 핀란드 교회연기금 등 해외 투자사들은 이날 한전과 삼성물산, 일본의 미쓰비시와 미즈호 파이낸셜그룹 등 베트남 붕앙2 석탄화력발전소 사업에 참여하는 12개 기업에 서한을 보내 사업 계획 철회를 촉구했다. 또 ‘앞으로 석탄과 관련한 사업이나 투자에 참여하지 않겠다’는 선언을 해줄 것도 요구했다.

Nordea Asset Management, which describes itself as "the largest asset manager in the Nordic region," said it had joined 17 other asset managers in "emphasizing the critical role that listed companies (related to the plant construction) play in addressing climate change, as well as the risk faced by companies that fail to fully address their own specific climate risk exposure." "We see it as imperative that companies actively address climate-related issues in a structured and transparent manner, and it is our strong conviction that this contributes to improved risk management and presents companies with better business opportunities," the letter said. The asset managers, including 13 firms that agreed to reveal themselves ― among them AP7, Brunel Pension Partnership, CCLA and Folksam ― have combined assets of 3 trillion euros ($3.5 trillion), according to Climate Media Hub, which obtained the letter and shared it with The Korea Times. 투자사들은 이와 함께 “붕앙2 사업 참여를 철회하지 않을 경우 향후 기후변화 대응과 재무 분야, 국제 평판에서 빚어질 기업의 리스크에 어떻게 대응할지 구체적인 답변을 달라”고 요구했다.

이번 서한은 해당 기업에 투자하고 있는 글로벌 금융권이 주주로서 공식 답변을 요구한 것이라고 환경단체인 기후솔루션은 설명했다. 기후변화 대응에 적극적인 유럽계 투자사들이 서한 발송에 동참했으며 노르웨이 최대 연기금 운용사 스토어브랜드와 독일의 금융그룹 알리안츠도 포함된 것으로 전해졌다. 18곳 투자사는 전체 운용 자산 규모가 약 3조유로(약 4020조원)에 이르는 글로벌 금융시장의 ‘큰손’이다.

글로벌 투자사들이 특정 사업을 지목해 연관된 모든 기업에 투자 철회를 요구한 사례는 이례적이다. 그만큼 베트남 붕앙2 사업이 국제사회에서 기후변화 대응에 역행하는 반환경적인 프로젝트로 지목받고 있는 것이다.

에릭 페데르센 노르디아 책임투자부문 대표는 영국 파이낸셜타임스에 “베트남 붕앙 석탄발전소 건설은 기업들도 따라야 하는 파리기후변화협약에 명백히 반하는 사례”라고 말했다.

한전은 지난 5일 이사회를 열어 붕앙2 발전사업 투자 계획을 승인했다. 베트남 북동부 하띤성에 1200㎿(600㎿ 2기) 용량의 석탄화력발전소를 건설·운영하는 이 사업에는 한전과 일본 미쓰비시가 40%씩 지분을 투자했으며, 삼성물산과 두산중공업도 설계·시공사업자로 참여한다.
