    도널드 트럼프 미국 대통령이 22일(현지 시간) 일부 취업·교류비자 발급을 올해 말까지 전면 중단하는 행정명령에 서명했다. 외국인 기술인력을 고용하는 정보기술(IT) 기업들에 타격이 될 것으로 예상되는 가운데 미국행을 준비하던 한국인들도 비상이 걸렸다.

월스트리트저널(WSJ) 등에 따르면 이번 조치로 고숙련 기술직에게 발급되는 H-1B와 이들의 배우자에게 주는 H-4, 비농업 분야 임시취업 근로자를 위한 H-2B, 문화교류 비자인 J-1 중 일부, 기업의 주재원들이 사용하는 L-1 비자가 발급이 24일부터 중단된다. 22일 만료 예정이었던 신규 그린카드(영주권) 발급 중단 조치도 연말까지로 연장됐다.

미 국무부에 따르면 2018년 10월부터 지난해 9월까지 한국인이 취득한 J비자는 1만4476명, L비자 4158명, H-1B 2041명, H-4 793명 등이다. 이날 이민·유학 관련 온라인 커뮤니티에선 발급 중단된 비자의 범위와 시행 시기 등을 묻는 질문이 하루 종일 이어졌다. 한 누리꾼은 “딸이 학생비자(F비자)에서 취업비자(H-1B)로 바꾸려 했는데 설마 했던 일이 결국 일어났다. (비자 규정이) 또 어떻게 바뀔지 예측하기 어려워 불안하다”고 토로했다.

백악관은 이번 조치가 신종 코로나바이러스 감염증(코로나19) 여파로 타격을 입은 미국 내 일자리를 보호하기 위한 것이라고 설명했다. 트럼프 행정부 고위 관계자는 WSJ에 이번 비자 발급 중단으로 “약 50만 개의 일자리가 실직한 미국인들에게 재분배될 것”이라고 전했다. 반면 WSJ는 “IT업계에선 이번 결정으로 우수한 인재 영입이 차단될 것이란 분위기가 팽배하다”고 전했다.
