Qatar Launches Largest LNG Shipbuilding Program in History at Korean Yards

State-owned Qatar Petroleum has entered into shipbuilding agreements with South Korea’s “Big 3” shipyards for the construction of up to 100 LNG carriers valued at more than US$19 billion.

한국 조선 3社, 23조원 카타르 LNG선 수주 현대중공업-대우조선-삼성중공업, 카타르페트롤리엄과 협약 맺어 2027년까지 100척 이상 공급     한국 조선 3사가 23조 원이 넘는 카타르 대규모 액화천연가스(LNG)선 프로젝트를 따냈다. 현대중공업, 대우조선해양, 삼성중공업 등 국내 업체들이 나란히 신종 코로나바이러스 감염증(코로나19) 사태로 인한 수주 가뭄 속에 쾌거를 기록하게 됐다. 카타르 국영석유사인 카타르페트롤리엄(QP)은 1일(현지 시간) 한국의 현대중공업, 삼성중공업, 대우조선해양과 LNG선 관련 협약을 맺었다고 밝혔다. QP가 2027년까지 이들 조선 3사로부터 LNG선 건조 공간 상당 부분을 확보하는 내용이다. 규모는 700억 리얄(약 23조6000억 원) 수준으로 알려졌다. 다만 QP 및 각 업체는 업체별 할당된 수주량은 밝히지 않고 있다. 이번 LNG선 프로젝트와 같은 대규모 사업에선 정식 발주 전에 선박 건조를 위한 공간(슬롯)을 확보하는 계약을 먼저 맺는다. QP 측은 “LNG선 수주 역사상 최대 규모”라며 “2027년까지 LNG선 100척 이상이 필요하다. 현재까지 세계 LNG선 건조 가능 대수의 약 60%를 확보한 상황”이라고 설명했다. 조선업계 관계자는 “이번 협약은 정식 수주 전 단계라 계약 조건, 선박 대수 등은 향후 달라질 수 있다”면서도 “대규모 사업에서 한국 조선산업이 이룬 쾌거”라고 평했다. 세계 최대 LNG 생산국인 카타르는 LNG 연간 생산량을 기존 7700만 t에서 2027년까지 1억2600만 t으로 확대하기로 하고 증설을 추진하고 있다. LNG 생산량이 늘어나면 이를 운반할 대규모 운반선이 필요하다. 한편 이날 화상으로 열린 협약식에는 사드 알 카아비 카타르 에너지장관 겸 QP 대표와 성윤모 산업통상자원부 장관, 이성근 대우조선해양 사장, 가삼현 한국조선해양 사장, 남준우 삼성중공업 사장 등이 참석했다. 김도형 기자 dodo@donga.com 동아일보

The deal is beleived to be the largest LNG shipbuilding program in history.

Under the agreement, Daewoo Shipbuilding & Marine Engineering (DSME), Hyundai Heavy Industries (HHI) and Samsung Heavy Industries (SHI) will reserve a majority portion of their LNG shipbuilding capacity for Qatar Petroleum through 2027.

The agreement covers the construction of up to 100 ships. At that level, the program earmarks approximately 60% of the global LNG shipbuilding capacity through 2027, according to Qatar Petroleum.

The ships will support Qatar Petroleum’s large expansion projects in the North Field, located off Qatar’s northeast coast, and in the United States.

“The signing of today’s agreements with the three esteemed Korean companies reflects our commitment to the North Field expansion projects, even during these extraordinary times,” said His Excellency Minister Saad Sherida Al-Kaabi, Qatar’s Minister of State for Energy Affair. “As I have previously stated, we are moving full steam ahead with the North Field expansion projects to raise Qatar’s LNG production capacity from 77 million today to 126 million tons per annum by 2027 to ensure the reliable supply of additional clean energy to the world at a time when investments to meet these requirements are most needed. These agreements will ensure our ability to meet our future LNG fleet requirements to support our expanding LNG production capacity and long-term fleet replacement requirements.”

“With the conclusion of these milestones agreements, we have everything in place to commence the largest LNG shipbuilding program in history. We have secured approximately 60% of the global LNG shipbuilding capacity through 2027 to cater for our LNG carrier fleet requirements in the next 7-8 years, which could reach 100+ new vessels with a program value in excess of 70 billion Qatari Riyals,” added His Excellency Minister Al-Kaabi.
