올 연말까지 미래관계 협상… 결렬시 ‘노딜’ 브렉시트
유럽연합(EU)의 입법부인 유럽의회가 29일(현지시각) 브렉시트(Brexit: 영국의 EU 탈퇴)를 최종적으로 승인했다. 영국은 이틀 뒤인 31일 오후 11시 EU를 떠나게 된다.
이로써 지난 2016년 6월 브렉시트 국민투표 이후 3년 7개월만에 마침내 브렉시트가 현실화하게 됐다. 1957년 창설된 EU의 전신, 유럽경제공동체(EEC)에 1973년 합류한 영국이 47년 만에 EU를 떠나면 EU를 탈퇴하는 첫 회원국으로 기록된다.

AP, 로이터 통신 등에 따르면 유럽의회는 이날 찬성 621표, 반대 49표, 기권 13표의 압도적인 지지로 이 협정을 통과시켰다.

앞서 영국 의회는 EU와 영국이 지난해 10월 합의한 탈퇴협정을 이행하기 위해 영국 내부적으로 필요한 EU 탈퇴협정 법안을 최종 통과시켰으며, 엘리자베스 2세 여왕이 이를 재가했다.
이에 따라 지난 24일 EU 행정부 수반 격인 우르줄라 폰데어라이엔 EU 집행위원장과 EU 회원국 정상의 회의체인 EU 정상회의의 샤를 미셸 상임의장이 EU 탈퇴 협정에 서명한 데 이어 지난 25일 보리스 존슨 영국 총리도 서명을 마쳤다.
이날 브뤼셀에서 열린 유럽의회 본회의 표결은 의원들의 눈물과 환호, 경고가 교차하는 토론이 진행된 이후 이뤄졌다. 의원들은 표결 후 서로 악수를 하고 이별할 때 부르는 스코틀랜드 민요 '올드 랭 사인(Auld Lang Syne)'을 부르면서 작별의 인사를 나눴다.

브렉시트가 실현돼도 당장 변화는 없다. 영국과 EU는 전환기(올해 12월 31일까지) 동안 현재의 관계를 그대로 유지하면서 무역 협정 등 미래 관계 협상을 실시한다. 다만 지난 3년간 부침을 거듭해온 영국의 EU 탈퇴 논의 못지 않은 험난한 과정이 예상된다는 것이 현지 언론의 분석이다.
존슨 총리는 과도기 연장 없이 신속한 합의를 하겠다며 자신감을 드러내고 있지만 EU의 입장은 다르다. EU 지도부는 단기간 내 복잡한 협상 타결은 쉽지 않다며 필요한 경우 올해 중순 연장을 검토해야 한다고 주장하고 있다.
만약 이 협상이 결렬되고 전환기 연장도 무산될 경우 영국은 2021년 1월 최종적으로 무역 합의 없는 '노딜' 브렉시트를 해야할 수도 있다. 이 경우 양측간 관세 등 무역 장벽이 발생하는 등 심각한 경제적 타격이 발생할 수 있다.
