SEOUL -- A consortium led by South Korea's state electricity company was selected as preferred bidder by Guam's power authority to build two integrated gasification combined cycle power plants, which are seen as eco-friendly facilities by turning carbon-based fossil fuels into pressurized gas.

한전, 미 괌 데데도(Dededo) 가스복합 발전소(200㎿급) 건설 운영사업 우선협상대상자 선정    한국전력(대표이사 사장 김종갑)은 미국 괌 전력청(GPA)이 발주한 괌 데데도(Dededo) 가스복합 발전소(200㎿급) 건설 및 운영사업의 우선협상대상자로 선정되었음. 이번 사업은 한전이 발전소를 건설하고 그곳에서 생산된 전력을 향후 25년간 전량 판매하는 BOT 방식으로 진행되며, 2020년 5월 공사를 시작해 2022년 10월부터 상업운전을 개시할 예정임. 괌 지역에서 태양광 발전사업 수주 경험이 있는 한전(지분 60%)과 디젤발전소를 운영해 본 동서발전(40%)이 컨소시엄을 구성하여 국내 최초로 미국 화력발전소 건설 사업을 국제경쟁입찰을 통하여 수주하였음. 이번 사업의 특징은 발주처인 괌 전력청이 연료공급을 직접 맡아 연료비 가격변동 요인을 사전에 제거했다는 점임. 특히, 전력요금과 재원조달, 건설과 운영비용을 모두 달러화로 일치하여 환(煥)위험도 최소화했음. 또한, 종합엔지니어링 솔루션 기업인 현대엔지니어링이 EPC 사업자로 참여하고, 다수의 국내 중소기업들이 건설 관련 보조기기를 공급할 예정이어서 향후 약 2000억 원의 경제효과가 예상됨. 한전이 2017년 7월 수주한 괌 망길라오 지역 태양광 발전소(60㎿)와 이번 가스복합 발전소(198㎿)가 준공되면, 한전은 총 258㎿의 발전설비를 보유하게 되어 괌 발전설비의 약 55%를 차지하게 됨. 현재 괌 전체 발전설비는(발전용량 525.1㎿) 대부분 90년대 이전에 지어져 발전 효율이 낮고, 질소산화물(NOx) 등 오염물질도 많이 배출함. 이번 데데도 가스복합 발전소가 준공되면 노후 발전소의 60%(316.5㎿)를 순차적으로 폐쇄할 예정임. 한전은 “이번 사업은 한전이 전력그룹사와 협력해 시너지 효과를 내고, 공공과 민간부문이 해외시장에 동반진출한 성공적인 상생 모델이다”라고 강조하면서 “이번 사업을 마중물로 삼아 국내기업들이 미주지역 전력시장에 본격 진출하길 기대한다”고 밝혔음. 한편, 한전은 1995년 필리핀 말라야 발전소 성능복구 사업을 시작으로 해외사업을 본격 추진해 현재 미주, 중동, 아시아 등 총 27개국에서 41개 프로젝트를 수행하고 있음. 한전

Korea Electric Power Corporation (KEPCO) said in a statement on Wednesday that Guam Power Authority (GPA) favored the consortium involving KEPCO and its subsidiary, Korea East-West Power, in a project to build and operate two 200MW-class integrated gasification combined cycle power plants in Dededo, the most populated area in northern Guam.

The power plant will be a fuel-efficient electricity-generating facility which uses a high-pressure gasifier to turn carbon-based fuels such as coal into pressurized gas. The process would reduce the emission of greenhouse gas and other pollutants.

KEPCO said the build, operate and transfer (BOT) project will start in May next year for commercial operation in October 2022. Hyundai Engineering and Construction, a major South Korean builder, will participate in the project as the engineering, procurement and construction (EPC) partner along with other South Korean companies.

KEPCO will hand power plants over to GPA 25 years after it is constructed. It would be KEPCO's second power plant construction project in Guam following a 2017 contract to build a 60MW-class solar power plant in Mangilao in Guam's eastern coastal area.
