아랍에미리, 알-다프라 폐기물에너지 플랜트 추진 동향

   EWEC(Emirates Water & Electricity Company)은 아부다비 알-다프라 지역에서 추진하는 폐기물에너지(Waste-to-energy, WTE) 플랜트와 관련, 2.11일까지 디벨로퍼들을 대상으로 EoI를 접수할 예정이다.

동 플랜트는 연간 60~90만 톤의 폐기물 처리용량 규모로 계획 중이다.

Abu Dhabi: The Emirates Water and Electricity Company (EWEC) and Abu Dhabi Waste Management Center (Tadweer), announced the commencement of a competitive tender process for the development of a greenfield Waste-to-Energy (WtE) Independent Power Project (IPP).

For the first stage of the tender process, EWEC and Tadweer invite developers to submit an Expression of Interest (EOI) to EWEC by the deadline of 11 February 2021.

The proposed WtE plant will be developed through Abu Dhabi’s successful IPP model, with long-term project agreements encompassing both power purchase and waste supply with EWEC and Tadweer.

이번 공고에서 EWEC은 추진하는 연간 60만톤의 폐기물 처리 및 60㎿의 발전 용량을 갖출 것으로 예상되는 알-아인 WTE에 대해서는 아무런 언급이 없었다.

두 플랜트 모두 PPP 방식으로 추진되며, 수주한 디벨로퍼는 SPV의 40% 지분을 갖게 된다.

MEED는 지난해 9월 Abu Dhabi National Energy Company (Taqa)가 무사파와 알-아인에서 추진하는 2건의 WTE 플랜트에 대한 자문사로 재무는 호주의 Tribe Infrastructure Group, 법률은 영국의 Ashurst, 기술은 덴마크의 Ramboll로 선정됐다고 보도한 바 있다.

동 프로젝트 역시 폐기물 재활용률을 75%까지 끌어올린다는 UAE Vision 2021의 일환으로 추진되는 사업이다.

페루, 교통통신부, 리마공항 확장공사 등 주요 프로젝트 동향 설명

    페루 교통통신부(MTC) Eduardo Gonzalez장관은 Gestion 일간지 담당자와의 인터뷰를 통해 리마공항, 중앙고속도로, 리마순환도로 등의 사업에 대한 설명하는 시간을 가졌다. 총 15억불 규모의 리마 Jorge Chavez 공항 확장공사는 정상 진행 중이며, 관제탑은 7월 준공, 제2활주로는 곧 착공할 예정이라고 밝혔다. 다만, 터미널 공사는 팬데믹의 영향을 고려하여 지난 11월부터 재검토 중이며, 교통인프라투자감독청(OSITRAN)과 협의 중이라고 밝혔다.

The airport expansion programme will mainly include the development of a new passenger terminal, a second runway, taxiways, a new air traffic control (ATC) tower and a new aircraft apron. It is part of the economic reactivation plan proposed by the Peruvian Government. The new runway is expected to commence operations by late 2022.

The airport is operated by Lima Airport Partners (LAP) which is owned by Fraport (70.01% interest), IFC International Financial (19.99%) and Peru’s AC Capitales SAFI (10%). LAP concession officially commenced operations in February 2001 and its licence to operate the airport will run until 2041.

PPP로 진행되는 약 20억불 규모의 리마 순환도로(Anillo Vial Periferico) 사업은 투자청이 MEF, OSITRAN, MTC의 의견을 반영하여 PPP 계약조건을(부지확보와 관련된 조항이며 민간측이 책임을 일부 부담하는 방향으로) 수정 중이며, 1분기 내에 관심기업 모집에 착수할 수 있을 것으로 알려졌다. 

약 35억불 규모의 중앙고속도로 사업은 G2G 방식으로 PMO 선정을 위해 정상 진행 중이며, 초청한 20개 국가 중 5개 국가가 제안서를 준비중이다. Gonzalez 장관은 3월에 PMO 계약을 체결할 예정이고, 2025년 말에는 리마와 후닌을 잇는 새로운 고속도로가 준공될 예정이라고 밝혔다.
