인도, 2,100억불 규모 도로사업 패키지 가속화 추진

     인도 정부가 자산 현금화 모델을 개정하고 약 84억불(Rs 1 lakh crore) 규모의 델리-뭄바이 산업회랑 프로젝트(Delhi-Mumbai Corridor Project)를 위한 SPV(Special Purpose Vehicle, 특별목적회사)를 설립하는 등 인프라 부문에 대한 투자를 유치하기 위해 다양한 조치를 취하고 있다.

Also, Gadkari said that road projects worth Rs 25 lakh crore will be developed as part of the infrastructure building programme of Rs 100 lakh crore, announced by PM Modi. The minister said he has cleared two large highway projects worth Rs 65,000 crore including the Amritsar-Ajmer express highway project worth Rs 35,000 crore. In order to attract more investment in the asset monetisation programme under toll operate transfer, Gadkari said the model has been revised in line with the department of disinvestment model allowing an asset’s realistic price discovery. According to the minister, infrastructure debt funds have been enabled to participate in the asset’s direct financing under monetisation through this route. He further said that many projects have been made available in order to help investors plan their investments. Besides, Gadkari said that for investments in the Delhi-Mumbai corridor, investment trusts and SPVs have been introduced. 또한, 모디 총리가 발표한 약 8,380억불(Rs 100 lakh crore) 인프라 구축 프로그램의 일환으로 약 2,095억불(Rs 25 lakh crore) 규모의 도로사업들이 예정되어 있다. 약 29억불(Rs 35,000 crore)의 Amritsar-Ajmer 고속도로 사업을 포함하여 약 55억불(Rs 65,000 crore) 상당의 대형 고속도로 사업 2건이 이미 승인됐다.

인도 정부는 기본적으로 코로나19로 침체된 경기 회복을 위해 유동성 확보가 가장 중요하기 때문에 도로 건설사업이 경제를 되살릴 가능성이 높다는 판단 하에 인프라 투자를 확대할 계획이다.

인도 정부는 고속도로 건설계획을 조기 달성하기 위해 건설업자들이 도로 부문의 HAM(Hybrid Annuity Model), EPC(Engineering, Procurement and Construction) 및 BOT(Build, Operate and Transfer) 모델에 더 폭넓게 참여하도록 장려하기 위해 적격성에 대한 기술 및 재정적 자격기준을 완화했다. 또한, 건설 및 도로 부문의 기존 파트너들에게 경제 침체로 인해 직면한 재정 및 물류 문제에 대처할 수 있도록 대규모 재정 구제 패키지를 제공했다. 뿐만 아니라 PPP 모델 계약서 개정, 프로젝트 허가 이전에 90%의 토지 취득, 5년마다 수익공유 모델 도입 등이 정책 계획에 포함되었다.
