라오스 남부에 728MW 규모 건설…양사간 사업 협약 체결
풍력, 수소, 수력 등 친환경 에너지 사업 성과 이어져

두산중공업은, 한국서부발전과 라오스 푸노이(Phou Ngoy) 수력발전사업 개발을 위한 협약을 체결했다고 30일 밝혔다.
이번 사업은, 태국의 디벨로퍼사인 CEWA(Charoen Energy and Water Asia Co. Ltd)가 라오스 정부와 사업개발협약 체결 후 한국서부발전과 공동으로 추진 중이며, 지난 8월에는 한국해외인프라도시개발지원공사(KIND)와 3자 간 투자 협약이 이뤄졌다.

Ltd. (CEWA) presented to Lao authorities the results of studies related to the Phoug noi dam (formerly Lat Sua) project at a meeting in Pakse city on Feb. 11. According to the plans, the Phoug noi dam would be located in Champassak province, 10 kilometers (6.2 miles) south of Pakse and about 100 kilometers (62 miles) north of the Don Sahong dam, which recently began operations. “The company presented the results of the initial feasibility study and the environmental impact assessment of the proposed dam at the meeting,” an official at the Champassak Provincial Administration Office told Radio Free Asia, a sister entity of BenarNews, on Wednesday. 두산중공업은 이번 협약을 통해 한국서부발전과 라오스 푸노이 수력사업을 공동 개발하고, 수력발전 분야 핵심 기자재의 국산화 및 수출 판로개척 등에 협력하기로 했다.
푸노이 수력발전소는 라오스 남부 참파삭주 팍세시에 728MW 규모로 건설된다. BOT(Build-Operate-Transfer)* 방식으로 추진되며, 총 사업비는 약 24억불 규모이다. 두산중공업은 주요 기자재 공급과 건설을 담당하는 EPC 방식으로 사업을 수행할 계획이다. 내년 1월 양사가 공동으로 현장 조사 후 기본 설계를 수행하고, 2022년 건설을 시작해 2029년 완공할 예정이다.

두산중공업 박인원 플랜트 EPC BG장은 “최근 수력은 물론 풍력, 수소 등 두산중공업이 추진하는 친환경 에너지 사업에서 성과가 나타나고 있다”며 “앞으로도 국내외 수력발전 사업 기회가 확대될 전망인 만큼 주요 기자재, 설계 등의 국산화 속도를 높이고, 국내 유관 산업 활성화를 위해 앞장서겠다”고 말했다.

두산중공업은 최근 친환경 수력발전 사업을 적극 확대하고 있다. 지난 10월 한국남동발전과 4100억원 규모의 네팔 어퍼트리슐리-1 수력발전소 계약을 체결했으며, 파키스탄 수력발전 사업 참여도 추진하기로 했다. 11월에는 한국중부발전과 해외 수력시장 진출을 위한 협약을 체결했다.
두산중공업은 지난해 9월 수력발전 분야 글로벌 선도 기업인 오스트리아 안드리츠와 사업 및 기술협력 협약을 체결해 수력발전 설계 기술의 자립 발판을 마련했으며, 국내외 수력발전 사업 확대를 위해 한수원과 공동으로 수력발전용 30MW급 수차·발전기 국산화를 추진하고 있다. <끝>
