Iraqi Oil Ministry Announces Tender For Basra Refinery Investment Project

MOSCOW (UrduPoint News / Sputnik - 18th November, 2020) The Iraqi Oil Ministry announced on Wednesday the invitation of international companies to participate in a tender for the implementation of the Basra-based Al-Faw oil plant investment project with the capacity of 300,000 barrels per day (bpd).

Oil Minister Ihsan Abdul Jabbar affirmed the ministry's eagerness to implement investment projects to increase the oil production capacity in line with high-quality technical specifications.

This is one of the most important sustainable development projects for the country's petroleum industry, Abdul Jabbar added, noting that the refinery's output specifications will be environmentally friendly and comply with the Euro 5 international standard.

KUALA LUMPUR, Nov 18 — The federal government has approved the proposal to build a bridge connecting the island of Labuan to the nearby state Sabah, with the project to be funded by the private sector and to be built via a partnership between the government and private firms.

말련, 라부안~사바주 연결 교량사업 추진 계획    정부는 보르네오섬 서부에 위치한 라부안(Labuan)과 북부 사바주(Sabah)를 연결하는 13km 길이의 교량사업을 추진할 계획을 밝혔다고 Daily Express(2020.11.19)가 보도했다. 연방령부(Federal Territories Ministry)의 Tan Sri 장관은 프로젝트는 PPP 방식으로 추진될 예정으로, 연방령부와 건설부에서 올해 연말에 사업제안요청서(RFP)를 공고할 계획이라고 밝혔다. 이후 업체가 제출한 제안서 검토는 약 6개월에서 8개월 정도 소요될 것으로 예상되며 10월 경 최종적으로 사업에 참여할 업체를 선정할 계획이라고 덧붙였다. 또한 Tan 장관은 라부안은 국제역외금융센터(IOEC)를 포함하여 주요 금융센터가 밀집된 중요한 지역이나 현재 교통 인프라 구축이 미비한 상태라고 언급했다. 이에 정부는 주요 국책 사업인 보르네오 횡단 고속도로 사업과 동 교량사업을 연계하여 추진할 계획이며 준공 시 라부안의 경제는 더욱 활성화 될 것으로 전망된다고 밝혔다. 아시아실 최미동 (Tel. 02-3406-1020), icak.or.kr

He also indicated that the process for companies to bid for the project via request for proposal (RFP) will be starting soon.

“At this time, the Federal Territories Ministry and the Works Ministry is finalising the terms of reference to carry out a request for proposal. The proposal to build the Labuan bridge to Sabah will be done through a public private partnership (PPP) using the private finance initiative (PFI).

“As you know, the implementation of the project via PPP is to drive economic growth through the private sector’s investment besides reducing the government’s financial burden, and to ensure it gives the best economic benefit to the government and to ensure the project goes on smoothly. Therefore it will be carried out via competitive bidding by inviting RFP,” he added.
