美민주당, 50년 만에 '원자력 지지'…"원전은 청정에너지"
미국 민주당이 50여년 만에 ‘원자력 지지’로 입장을 선회했다.
민주당은 최근 발표한 정강정책을 통해 "수력, 지열, 기존 및 첨단 원전, 탄소 포집·저장 등 모든 탄소 제로(zero carbon) 기술을 포함하는 '기술 중립적'인 방식을 활용해 2035년까지 발전소의 오염물질 배출을 제거하겠다"고 밝혔다. 민주당은 "전력 부문에서의 탈(脫)탄소화가 시급하다"며 '탄소배출 제로' 목표를 최대한 빨리 달성하기 위해 청정 에너지에 대한 지원을 확대하기로 했는데, 청정 에너지원에 원전을 포함시킨 것이다.

After 48 Years, Democrats Endorse Nuclear Energy In Platform It took five decades, but the Democratic Party has finally changed its stance on nuclear energy. In its recently released party platform, the Democrats say they favor a “technology-neutral” approach that includes “all zero-carbon technologies, including hydroelectric power, geothermal, existing and advanced nuclear, and carbon capture and storage.”
That statement marks the first time since 1972 that the Democratic Party has said anything positive in its platform about nuclear energy. The change in policy is good — and long overdue — news for the American nuclear-energy sector and for everyone concerned about climate change. The Democrats’ new position means that for the first time since Richard Nixon was in the White House, both the Republican and Democratic parties are officially on record in support of nuclear energy. That’s the good news. The less-than-good news is that the Democratic Party platform pledges to deploy outlandish quantities of new solar and wind capacity and do so in just five years. Further, the platform ignores the amount of land needed for that effort and how it would end up driving up the cost of electricity for low- and middle-income consumers. (More on that in a moment.) 민주당이 원전에 대해 우호적인 입장을 밝힌 것은 1972년 이후 처음이다. 그동안 미국에서는 공화당이 원전을 지지했고 민주당은 지난 48년간 원전의 위험성 등을 들어 반대해왔다. 얼마 전까지 원전에 비판적이었던 민주당이 돌연 입장을 바꾼 이유는 무엇일까.
미국을 포함한 세계 주요국이 기후위기에 대응하기 위해 태양광·풍력 등 재생에너지 확대 정책을 펼치고 2050년까지 ‘탄소 순배출 제로(net-zero)’ 목표를 세우는 추세다. 조 바이든 민주당 대선후보도 '2050년까지 에너지 공급체계를 100% 재생에너지로 전환하겠다’는 야심찬 계획을 발표했다.
그러나 재생에너지만으로는 매년 증가하는 에너지 수요를 감당할 수 없어 민주당이 원전을 다시 주목하고 있는 것으로 분석된다.

미 경제지 포브스는 "민주당은 5년 내 태양광 패널 5억개와 6만개 풍력터빈을 설치하는 등 재생에너지 보급을 대폭 확대하는 내용의 공약을 내세웠는데, 태양광·풍력만으로는 탄소중립 목표를 달성할 수 없고 전기료 인상도 불가피하기 때문에 원전의 필요성을 인식하고 입장을 바꾼 것으로 보인다"고 전했다. 원전으로 필요한 전력 수요를 충족하고 더 안전하고 혁신적인
미래형 원전을 개발해 에너지 시스템의 효율성을 높이려는 의도로 해석된다.
이로써 미국은 공화당과 민주당 모두 친원전 정책을 펼치게 될 것으로 보인다. 이미 트럼프 행정부는 중국과 러시아에 뺏긴 원전 주도권을 되찾고 에너지 안보를 강화하기 위해 원전 산업 부흥정책을 추진해왔다. 미 에너지부는 5~7년 내 미래형 원자로를 선보이기 위해 수조원을 투입하기로 했다.
