싼샤댐 상류서 3월 대규모 산사태…안전성 논란 재점화

    지난 3월 상류지역에 산사태가 발생하면서 싼샤댐의 붕괴 위험이 다시 제기됐다.

트위터 계정 ‘렁싼(冷山)’은 지난달 23일 싼샤댐 상류에 발생한 대규모 산사태 영상을 전하며 “2년 내에 댐 붕괴할 가능성이 크다”며 우려했다.

자신을 독립경제학자라고 밝힌 렁싼은 지난해 7월 초 트위터에서 댐 완공 초기와 당시(2019년) 구글 위성사진을 나란히 비교해 “산쌰댐이 변형됐다”고 지적했었다.

렁싼은 “댐이 무너지면 우한, 난징, 상하이에 참극이 빚어질 것”이라고 우려했다.

이후 싼샤댐은 구글어스 최고 인기 스팟이 됐다. 중국 사회관계망서비스(SNS)에서도 댐 붕괴를 우려하는 게시물이 급증하자, 중국 공산당(중공) 정부는 “유언비어”라며 급히 진화에 나섰다.

중공 관영언론들도 “구글 어스 위성사진에 문제가 있다. 보정되지 않아 굴곡이 있는 것처럼 보인다”고 강하게 부인했다. 중국 온라인 댓글부대도 정부 지지 댓글을 쏟아냈다.

하지만 며칠뒤 댐건설과 수력발전을 맡은 국영기업 창장싼샤집단(長江三峽集團)은 홈페이지에 “싼샤댐 기초 부분에 약간 위치이동이 있었다”고 일부 변형을 시인했다.

다만, “예상했던 범위 내”라며 댐이 탄성을 지니도록 설계됐고 완공 이후 13년간 문제가 없었다고 덧붙였다. 수습 차원의 해명이었지만, 변형 자체를 부인했던 중공 당국 발표와는 차이가 있었다.

State-owned China Three Gorges Renewables Group is seeking to raise 25 billion yuan (US$3.5 billion) in what could be one of the country’s biggest initial public offerings this year.

The company plans to sell as many as 8.57 billion shares in Shanghai, according to a prospectus posted on the website of the China Securities Regulatory Commission (CSRC). The assets to be listed are mainly domestic solar and wind farms, as well as small hydro power plants, with a total capacity of almost 10 gigawatts.

If trading started this year, the IPO would be the second biggest in China during 2020, after Beijing-Shanghai High Speed Railway raised US$4.3 billion in a January debut, according to data compiled by Bloomberg.

The listing comes as parent company, China Three Gorges, seeks to establish a new unit to hold international assets, which it has snatched up in the past decade, particularly in Latin America. In December, the state-owned giant was working with advisers on setting up the entity, with a view to consider a listing of the whole unit or some of the assets, Bloomberg reported.

China’s renewables industry is in transition. The country is adopting a more market-driven approach for clean energy development, moving away from subsidies and seeking to utilise idle capacity. Developers are now required to bid for state funding, while Beijing is also promoting plants that won’t get financial support so they can compete better against fossil fuels.

Three Gorges Renewables will use 20 billion yuan of the proceeds to fund seven offshore wind farms, and the remainder will be for working capital, according to the prospectus. This will boost the company’s power capacity, improve profitability and enhance its competitiveness, it said.

The company, formerly known as China Three Gorges New Energy, said in February it has started construction on 58 billion yuan worth of renewable power plants, part of China’s efforts to restart major projects to help stabilise economic growth amid the coronavirus outbreak.
