World’s Best Builders Compete To Build North East Link

Three consortiums featuring the world’s leading construction companies have been shortlisted to build the North East Link’s twin road tunnels.

Following a worldwide search, the Andrews Labor Government today announced the three bidders vying for the $7-9 billion major works contract, as part of a Public Private Partnership (PPP).

호주 노스이스트링크 터널 프로젝트, 3개 컨소시엄 각축..."삼성물산, GS건설 참여"      세계 유수의 건설회사들이 참여하는 3개 컨소시엄이 노스이스트링크의 쌍둥이 도로 터널을 건설하기 위해 최종 명단에 올랐다. 전세계에 걸친 조사 끝에 앤드류스 노동정부는 오늘 공공민간 파트너십(PPP)의 일환으로 7~90억 달러 규모의 주요 사업 계약을 놓고 경쟁하고 있는 세 입찰자를 발표했다. 이들 3개 컨소시엄에는 호주와 전세계에서 가장 큰 건설회사들이 포함되어 있다. 원링크(OneLink) 컨소시엄  CPB 계약자, 삼성물산, 이지스 로드 운영, UGL 엔지니어링, 태평양 파트너십, DIF Management Australia로 구성 스파크(Spark) 컨소시엄  살리니 임프레길로, GS건설, 중국건설 오세아니아, 브로드스펙트럼 오스트레일리아, 카펠라 캐피털, 존 래잉 인베스트먼트, 어드바이저 대여 엔지니어링으로 구성 비아노바(ViaNova) 컨소시엄 John Holland Group, Acciona Construction, Lendlease Services, Planny Group, Acciona Concesiones 존 홀랜드 그룹 아시오나 건설, 렌드리스서비스 등등 158억 달러의 노스이스트 링크는 빅토리아 최대의 도로 공사다. 그것은 1만 개 이상의 일자리를 창출하고, 1만 5천 대의 트럭을 지방 도로에서 동원하고 최대 13만 5천 명의 운전자에게 이동 시간을 단축시켜줄 것이다. 이 프로젝트는 M80을 남북의 주요 성장 지역을 연결하는 동부 고속도로와 연결시킬 것이다. 전용 돈캐스터 버스웨이인 이스턴 프리웨이(Eastern Freeway), 25km 이상의 새롭고 업그레이드된 사이클링과 산책로, 지역 스포츠 구장을 포함한 지역사회 시설 개선 등이 포함된다. 성공적인 PPP 선정자는 쌍둥이 터널, 새로운 교환, 고속도로 업그레이드 및 공유 사용 경로를 포함한 노스 이스트 링크를 설계할 것이다. 야라강 아래에 쌍둥이 터널을 건설하고, 일단 건설되면 동부간선도로에서 호들 스트와 M80까지 전체 도로 복도를 운행하는 일도 담당하게 된다. 주요 건설에 대비하기 위한 초기 공사는 2020년에 계획 승인을 받은 후 시작될 것이며 전력, 수도 및 기타 공정을 포함한 다양한 준비 작업을 제공할 것이다. The three shortlisted consortia include some of the biggest construction firms in Australia and around the world:

OneLink – comprising CPB Contractors, Samsung C&T Corporation, Egis Road Operations, UGL Engineering, Pacific Partnership, DIF Management Australia

Spark – comprising Salini Impregilo, GS Engineering and Construction, China Construction Oceania, Broadspectrum Australia, Capella Capital, John Laing Investments, and advisors Lend Lease Engineering

ViaNova – comprising John Holland Group, Acciona Construction, Lendlease Services, Plenary Group, Acciona Concesiones

The $15.8 billion North East Link is Victoria’s largest ever road project. It will create more than 10,000 jobs, take 15,000 trucks off local roads and slash travel times for up to 135,000 motorists.

The project will connect the M80 with the Eastern Freeway linking key growth areas in the north and south-east. It includes upgrades to the Eastern Freeway, a dedicated Doncaster Busway, more than 25 kilometres of new and upgraded cycling and walking paths, and improvements to community facilities including local sports grounds.

 

The successful PPP builder will design the North East Link including the twin tunnels, new interchanges, freeway upgrades and shared use paths. They will also be responsible for building the twin tunnels under the Yarra River, and operating the entire road corridor from the Eastern Freeway to Hoddle St and the M80, once it is built.

Early works to prepare for major construction will commence following planning approvals in 2020 and will deliver a range of preparatory works including power, water and other utility works.

CPB Contractors have today also been appointed to lead the early works package, valued at more than $200 million, with planning work to start in the coming weeks. The works will be sequenced and coordinated to reduce disruption to residents, businesses and road users, and will reduce future disruption during major construction in 2021.

An Independent Inquiry and Advisory Committee Public Hearing for North East Link is currently being held in Bulleen until 13 September.

A contract for the PPP is expected to be awarded near the end of the 2020, with major construction to start in 2021.
