중동 호르무즈 해협에서 유조선 피격 사건이 발생한 이후 도널드 트럼프 미국 대통령의 ‘보호비 청구서’가 각국에 날아들었다. 미국이 한국과 일본 등 주요 동맹국에 해상 호위를 위한 연합체 구성을 사실상 요청하면서다.
김인철 외교부 대변인은 11일 정례브리핑에서 미국으로부터 연합 함대 구성 요청을 받았느냐는 질문에 “미 측과 수시로 소통하고 있다”며 “정부는 중동 지역의 긴장이 고조되고 있는 데 대해 우려를 갖고 있으며, 항해의 자유 그리고 자유로운 교역이 위협받아서는 안 된다는 입장”이라고 답했다. 이와 관련, 외교부 당국자는 “외교경로를 통한 공식적이고 구체적인 요청이 있었던 것은 아니다. 다만 미국이 이런 구상을 생각하고 있다고 밝힐 정도면 한국도 당연히 그 구상에 대해 알고 있지 않겠느냐”며 “언제까지, 어떻게, 무엇을 이런 식으로 구체화된 것은 없다는 뜻”이라고 설명했다. 연합체에 참여하라는 직접적인 요청은 없었지만, 정부도 이에 대한 충분한 정보를 미 측과 공유하고 의견을 나누고 있다는 것이다. 한미 간에 물밑에선 이 문제를 놓고 조심스럽게 의사 타진이 이뤄지고 있음을 보여준다.

The incident took place in the strait of Hormuz through which the commercial vessel, British Heritage, was attempting to pass. “Contrary to international law, three Iranian vessels attempted to impede the passage of a commercial vessel, British Heritage, through the strait of Hormuz,” a UK government statement released on Thursday morning said. The British warship, HMS Montrose was “forced to position herself between the Iranian vessels and British Heritage and issue verbal warnings to the Iranian vessels, which then turned away,” the statement said. “We are concerned by this action and continue to urge the Iranian authorities to de-escalate the situation in the region.” Iran’s Revolutionary Guards rejected the claim that they tried to stop the British tanker, the semi-official Fars news agency reported. US defence officials, speaking on the condition of anonymity, had earlier told Reuters that the incident happened at the northern entrance of the strait of Hormuz. “The Royal Navy HMS Montrose, which was also there, pointed it(s) guns at the boats and warned them over radio, at which point they dispersed,” one of the officials said. “It was harassment and an attempt to interfere with the passage,” another official said. It said the HMS Montrose, which was escorting the oil tanker, trained its guns on the IRG boats and issued a verbal warning. On Wednesday Iran’s president, Hassan Rouhani, warned the UK it would face unspecified consequences as a result of the UK’s seizure of an oil tanker bound for Syria off the coast of Gibraltar last week. The ship remains in British possession. Rouhani was quoted by the Iranian official IRNA news agency calling the seizure of the Iranian oil ship “mean and wrong”. During a cabinet meeting he warned London: “You are an initiator of insecurity and you will understand its repercussions.” |

로이터통신 등에 따르면 지난 9일(현지시간) 조지프 던포드 미국 합참의장은 마이크 폼페이오 미 국무장관, 마크 에스퍼국방장관 대행과 만나 중동 문제를 논의했다. 이날 던포드 합참의장은 기자들과 만나 "우리는 호르무즈와 바브 엘 만데브 해협에서 항해의 자유를 보장할 연합체를 구성할 수 있는지 알아보기 위해 여러 나라와 협력 중"이라고 말했다.

구체적으로 어느 나라가 미국과 함께 호르무즈 해협 방위에 나서게 될지는 언급되지 않았다. 이와 관련 외교 소식통에 따르면 미국은 이번 요청을 동맹국인 한국과 일본에만 한 것은 아니라고 한다. 해당 지역의 관련국과 이해관계국 등을 대상으로 한 광범위한 의사 전달로, 미국이 이란을 압박하기 위한 외교적 조치에 본격적으로 나섰다는 의미로 볼 수 있다. 던포드 합참의장은 "앞으로 몇 주 동안 어떤 나라가 연합체 구성에 정치적 지지 의지를 갖고 있는지 파악할 것"이라며 "연합체 구성에 구체적으로 어떤 자원을 지원할 수 있을지 알아보기 위해 군대와 직접 협의할 것"이라고 부연했다.
미국의 연합체 구성이 완료되면 이란에 대한 미국의 군사적 견제가 본격화할 전망이다. 연합체는 해당 해협에서 유조선과 상선을 호위하는 등의 임무를 수행하게 된다. 호르무즈 해협은 전 세계 원유 3분의 1이 지나는 해상 요충지다. 지리적으로는 이란의 남쪽으로, 페르시아만과 오만만을 잇는다. 바브 엘 만데브 해협은 홍해와 아덴만을 잇는 좁은 해역이다.

미국의 연합체 결성 계획에 일본은 고심 중이다. 11일 니혼게이자이신문에 따르면 현재 일본 정부는 미국의 연합체 구성 요청을 받고 연합체 참여 여부를 비롯해 법적 타당성을 검토하고 있다.
노가미 고타로(野上浩太郞) 일본 관방부장관은 10일 기자회견에서 "호르무즈 해협 항해의 안전을 확보하는 일은 일본의 에너지 안보에 중요하다"고 강조했다. 다만, 미국의 연합체 협력 요청에 대해선 "미·일은 긴밀한 상호작용을 하고 있다"며 구체적인 언급은 피했다.
트럼프 대통령은 앞서 지난달 24일(현지시간) 이란을 겨냥한 추가제재를 발표하기 직전 트위터에 “중국은 원유의 91%를, 일본은 62%를 그 해협(호르무즈)에서 얻고 있고 많은 다른 나라도 마찬가지”라며 “왜 우리가 수년 동안 다른 나라를 위해 (원유 수송) 해로를 아무런 보상 없이 보호하고 있나”라고 썼다. 이어 트럼프 대통령은 “모든 나라는 항상 도사리고 있는 위험으로부터 자국 선박을 (스스로) 보호해야 한다”고 주장했다. 호르무즈 해협 연합 호위를 위한 미국의 연합체 계획은 트럼프식 '보호비 청구서'인 셈이다.
일본은 집단 자위권을 비롯해 해상자위행동 등 자위대 파견을 위한 법적인 요건을 종합적으로 판단하고 있는 것으로 알려졌다. 니혼게이자이신문에 따르면 호르무즈 해협을 통과하는 일본선주협회 회원사 선박은 한해 총 1700여척에 달한다. 그 중 약 500여척이 유조선이다. 지난달 일본은 유조선 고쿠카 커레이저스호 피격 사태로 직접적인 피해를 입었다.
