아시아개발은행(ADB)는 4일 아시아에서 인프라 정비에 민간 기업이 자금을 투입하기 보다 쉽도록 하기 위한 신탁기금을 설립한다고 밝혔다. 올해 말쯤 공식 설립될 중국 주도의 국제금융기관인 아시아인프라투자은행(AIIB)와의 협력을 기반으로 운용할 방침이라는 것이다. 이 신탁기금에 일본이 4천만 달러를 출자하고 캐나다, 호주 정부들과 ADB에서 출연분을 보태 총 7천 400만 달러를 모으기로 했다. 재원이 한정되어 있는 아시아 국가들은 인프라 정비에 대한 투융자를 민간 기업에도 문을 열겠다는 것이지만 채산성이 불투명해 민간 기업의 투자가 인색할 뿐만 아니라 자금의 활용도 활발하지 못한 상황이다. ADB는 영국, 프랑스, 일본 등 8개 은행과 협력, 당사국 정부 대신 사업 타당성 조사와 사업자 선정, 계약서 작성 등에 자금을 대고, 민간 기업의 투자 판단을 돕겠다는 방침이다. ADB 측은 신탁기금에 유럽 국가들도 관심을 보이고 있어 앞으로 최대 1억 5천만 달러까지 확대가 기대된다고 밝혔다. PPP Preparation Facility
BAKU, AZERBAIJAN (4 May 2015) — The governments of Japan, Canada and Australia are providing a total of $64 million for an Asian Development Bank (ADB) facility to help developing Asia and the Pacific prepare, structure, and place public-private partnership (PPP) projects in the market. Japan is providing $40 million to ADB’s Asia Pacific Project Preparation Facility (AP3F), while Canada and Australia are contributing C$20 million and A$10 million, respectively. Additional donors are expected to join in the future. ADB will also contribute $10 million. The facility will finance project preparation work, including due diligence covering technical, financial, legal, and regulatory issues as well as safeguards. “Given their huge infrastructure needs, governments in Asia and the Pacific need more options for funding and operational efficiency in infrastructure projects,” said Ryuichi Kaga, Head of ADB’s Office of Public–Private Partnership (OPPP). “Although there is keen interest to attract private investment into infrastructure, many countries in the region struggle with key success factors, namely adequate implementation resources to prepare, structure, and place transactions in accordance with international best practice.” OPPP is managing the new facility which will prioritize PPP infrastructure projects with regional cooperation, sustainable development, and climate change elements. ADB’s efforts are in parallel with those of the Group of Twenty (G20) and the Asia Pacific Economic Cooperation forum which have stressed the importance of attracting private sector participation in infrastructure as a means to promote growth, expand trade, and improve livelihoods. In 2014, the G20’s Finance Ministers endorsed the Global Infrastructure Initiative which is aimed at increasing long-term private investment in infrastructure. ADB, based in Manila, is dedicated to reducing poverty in Asia and the Pacific through inclusive economic growth, environmentally sustainable growth, and regional integration. Established in 1966, it is owned by 67 members – 48 from the region.
