쿠웨이트 공공사업성의 입찰위원회는 국제공항의 터미널 건설 확장 프로젝트에 대한 모든 입찰을 취소할 것을 권고했다고 KUNA가 보도했다. 이 프로젝트는 작년 11월 쿠웨이트 최대 건설사인 칼리파 내셔널사가 최저가 낙찰자로 선정된 바 있다. 터키의 리막 홀딩스이 포함된 칼리파 내셔널 컨소시엄은 2위 입찰사와 무려 10억불이나 차이나는 48억불을 제안했었다. 그렇지만 KUNA는 쿠웨이트 공공사업성 장관인 압둘 아지즈 이브라힘는 기술위원회가 이전에 모든 입찰을 취소할 것을 권고했었다고 말한 것을 인용해 말했다. 장관은 그 이유는 밝히지 않았지만 입찰에 대해 모든 면을 검토했다고 말했다. 쿠웨이트 한 뉴스매체는 낙찰액이 프로젝트 사업비와 39%나 차이나며 기술조건도 만족시키지 못했다고  공공사업성의 관계자의 말을 인용 보도했다. 황기철 콘페이퍼 에디터

 

A tender committee in Kuwait's public works ministry has recommended that all bids to construct a new terminal at the country's international airport be rejected, state news agency KUNA reported on Sunday. In November, the project was set to go ahead following a bid by Kuwait's largest contractor, Kharifa National, the lowest of all those submitted. The team led by Kharifa National, and containing Limak Holdings of Turkey, had offered to do the work for $4.8bn, almost $1bn lower than the second lowest bid. But KUNA quoted Kuwait's minister for electricity, water and public works, Abdulaziz al-Ibrahim, as saying on Sunday that a technical committee in the ministry had recommended all bids be rejected. Ibrahim did not give a reason for the recommendation, but said the committee had studied all aspects of the bidding. Last Thursday, Kuwait's Al Watan newspaper quoted ministry sources as saying the lowest bid exceeded the estimated cost of the project by 39 percent, and did not meet technical specifications. China State Construction Engineering Corporation (CSCEC), Abu Dhabi-based Arabtec Construction and Italy’s Astaldi SpA were also on the bidders list. The new terminal will boost Kuwait airport’s annual handling capacity from eight million to 25m passengers.
