   베트남 정부가 1월 19일 사우디의 ACWA와 한국의 태광실업컨소시엄이 22억불 규모의 베트남 화력발전소에 대한 투자협약을 체결했다고 ACWA 관계자가 밝혔다.

2015년 6.7%의 높은 경제 성장에 따른 부족한 전기 수요를 충족시키기 위한 프로젝트의 일환이다.

남딘성 북부지역에 건설될 1,200 MW 규모의 남딘1 화력발전소는 BOT방식으로 25년 운영 후 넘겨주는 방식을 적용한다,

사우디 ACWA의 투자담당인 라지트 난다는 이번 계약이 베트남 첫 투자로  베트남 진출의 시금석이 될 것으로 믿고 있다고 말했다.

각 회사의 정확한 투자 지분은 아직 결정되지 않았으며 협의 이후 올해 중순 경 착수 예정이다.

발전소 운영은 베트남 국영 석탄·광물공사 '비나코민'이 조달하는 석탄을 사용하게 될 것으로 알려졌으며 .베트남 국내의 석탄 수요 급증으로 내년부터는 외국에서 수입하기 시작할 것으로 예상하고 있다.

태광실업의 발전자회사 태광파워홀딩스는 작년에  사우디 발전업체 아쿠아(ACWA)와 베트남 남딘 발전소 1단계 사업(Nam Dinh1 IPP) 추진을 위한 합작 계약을 체결했다. 포스코건설이 남딘 발전소 시공사 선정을 위한 입찰에서 우선협상자로 선정돼 본계약을 기다리고 있었다.

태광파워홀딩스는 지난 2010년 베트남 당국과 남딘 발전소 건설에 대한 양해각서를 체결했다. 같은 해 한국동서발전과 공동개발협약(JDA)을 맺고 함께 베트남 발전소 투자에 나서기로 결정했다. 하지만 박연차 태광실업 회장이 정관계 금품로비 혐의로 구속 수감되면서 베트남 사업도 지연됐다. 한국동서발전도 태광파워홀딩스와의 계약을 파기하고 베트남 사업에서 이탈했다. 

사우디 ACWA가 한국동서발전의 공백을 메우면서 태광파워홀딩스의 사업도 속도를 내고 있다. 태광파워솔딩스와 합작 계약을 체결한 ACWA는 사우디 민간발전업체로서 자본금은 14억 달러(1조 4200억 원)에 달하며 사우디·오만·UAE 등지에서 발전소 건설·운영하고 있다. 

태광파워홀딩스는 50억 달러(5조 1000억 원)를 투자해 2021년까지 베트남 북부 남딘성에 2400메가와트(MW) 규모의 석탄화력발전소를 건설할 계획이다. 2017년까지 우선 1200MW 규모의 1단계 시설을, 2021년까지 1200MW 규모의 2단계 시설을 각각 건설할 계획이다. 이번 계약은 1단계 시설 건설을 위한 것으로 투자비는 약22억 달러로 예상된다. 

태광파워홀딩스 등은 25년간 베트남 발전소를 운영하며 250억 달러(25조 5100억 원) 규모의 전력을 판매하게 된다. 투자비 가운데 25%는 지분투자비로 나머지 75%는 프로젝트 파이낸싱(PF)을 통해 마련할 계획이다.

한편 태광실업은 올 들어 한국발전기술과 에강리메텍을 인수해 베트남 발전 사업에서 시너지 효과를 기대하고 있다. 한국발전기술은 발전소 설비운영·정비 사업을 영위하고 있으며 애강리메텍은 급수급탕용 배관 파이프를 생산하고 있다. 한국발전기술·애강리메텍은 태광실업이 베트남 발전소 사업에 나설 때 기술·제품을 공급하는 방식으로 시너지를 낼 것으로 예상된다

Jan 19 A consortium of Saudi Arabia's ACWA Power and South Korea's Taekwang Power Holdings has signed a $2.2 billion thermal power plant investment agreement with Vietnam, ACWA Power said on Tuesday.

The pact comes as Vietnam faces a shortage in power supply amid the developing country's ever-increasing demand for electricity to fuel economic expansion, which hit a five-year high of 6.7 percent in 2015.

The 1,200-megawatt Nam Dinh 1 thermal power plant will be built on a build-operate-transfer basis for 25 years in the northern province of Nam Dinh, ACWA Power said in a statement on its website.

"This agreement is an important stepping stone for our first project in Vietnam," said Rajit Nanda, Chief Investment Officer of ACWA Power.

It is unclear how much each firm will invest.

The project is scheduled to start in mid-2016 after eight years of negotiations and will use coal provided by state coal mining group Vinacomin, Vietnam's trade ministry said in a Tuesday statement on its website.

Vietnam is expected to start importing coal next year as rising demand for power exceeds domestic supply, and since 2010 it has been a net consumer of oil, with demand growing 7.5 percent annually in the 20 years ended 2013, outpacing China at 6.5 percent, ANZ said in a report last year.

Last year, Vietnam's coal imports jumped 125 percent to 6.96 million tonnes, while exports dropped 76 percent to 1.7 million tonnes, extending the annual export downtrend of about 10 percent a year that began in 2010, customs data showed.
