미국 스탠퍼드대학의 세계적인 싱크탱크가 이례적으로 부산의 글로벌 전략을 중심으로 한 백서를 발간했다. 특히 이 백서는 신공항과 관련, 부산시가 적극적인 민간투자 유치에 나서야 한다며 향후 신공항 건립 방향성에 대한 중요한 제안을 던져 눈길을 끈다.
스탠퍼드대학의 글로벌 프로젝트 센터는 최근 '세계의 도시화 트렌드와 성숙한 중견도시가 직면한 도전:한국 부산 사례'라는 제목의 백서를 발간했다. 글로벌 프로젝트 센터는 인프라투자 관련 세계적 석학과 미국, 중동, 호주, 유럽 등의 국부펀드, 인프라 투자은행, 컨설팅 회사 등이 멤버로 있는 세계적인 싱크탱크다.
이번 백서에는 세계적 공항 전문가인 스탠퍼드대학 줄리 킴 교수와 자유기업도시 주창자인 뱁슨대학 생커 싱엄 교수 등이 공동저자로 참여했다.
백서는 신공항 건설과 관련해 부산시가 민간투자를 유치해 중앙정부의 재정 지원을 줄이도록 하는 것이 부산시의 이익에 부합할 수 있다면서 이를 위해 새로운 규제 틀과 공동개발기구 도입이 바람직하다고 지적했다.
공항은 효율 증대를 위한 공항 간의 경쟁이 지속적으로 존재하는데다 항공 및 비항공 분야에서 충분한 수익이 발생해 장기적으로 민영화에 적합하기 때문이라는 설명이다. 백서는 현재 전 세계 50개 대규모 공항 가운데 35개가 지분·운영권 민간 매각을 완료했거나 추진 중이라고 덧붙였다.
백서는 급격한 세계화와 도시화 물결 속에서 초대형 도시와 신흥 도시 사이에 낀 전 세계 150여 중견 도시들의 문제 분석과 해법 제시를 연구 최종 목표로 잡았다. 이를 위해 부산을 중견 도시의 대표적인 사례로 꼽았다.
한편, 시민정책공방과 부산일보사, KNN 등은 동남권 신공항 사전 타당성 조사 용역 결과 발표를 앞두고 18일 오후 2시부터 울산·경남지역 대학 연구소까지 참여하는 토론회를 부산일보 소강당에서 개최한다.

Global Urbanization Trends and Challenges Facing Mature Mid-Size Cities: The Case of Busan, South Korea

Urbanization is a well-known phenomenon that has become an integral part of our modern ethos. The role of the top 600 cities and their prominence in the global economy is now at the center of contemporary dialogues. With the rapid and highly concentrated growth, these 600 cities would undoubtedly face many difficult challenges in the foreseeable future. For the 440 cities in developing economies, the so-called Emerging 440, with the organic growth propelled by the inevitable rural to urban migration on their side, much attention has been given to these cities by international business and investment communities. This paper focused on the remaining 160 cities in more advanced economies, in particular the 155 mature mid-sized cities, where the challenges are more daunting as their need to tread a new path of growth becomes more imminent. Urban migration in most of these cities has already taken place. With the aging population and a significant decrease in birthrate, the demographics are also stacked against them. In considering the next generation growth potential of the mature mid-size cities, two specific urban-level reforms are proposed in this paper: first, an overhaul along the institutional and regulatory dimensions designed to reduce the existing barriers to further growth and, second, effective engagement of the private sector to enhance cities’ fiscal self-reliance, especially in the infrastructure area. We use Busan, South Korea, as our case example for providing a meaningful representation of a mature mid-size city and for demonstrating the proposed two urban-level reforms.
