  중국이 태국에 건설하기로 한 복선철도 건설협력 사업이 19일(현지시간) 출범식을 갖고 공식 출범했으나 사업 비용과 차관 금리 등에 대한 양국 이견으로 착공 시기는 내년 5월로 미뤄졌다. 

쁘라친 준똥 부총리 겸 교통부 장관과 왕융(王勇) 중국 국무위원은 이날 태국 중부 아유타야 주 치앙 락 노이 역에서 철도 건설 협력 사업 공식 출범식을 개최했다.

정상적으로 사업이 진행되어 왔다면 출범식과 더불어 착공에 들어가야 하지만 건설 비용과 중국이 태국에 제공하기로 한 차관의 금리 등에 대한 입장차이로 착공 시기는 내년으로 미뤄졌다. 

태국은 지난해 말 동북부 국경 지대인 농카이와 방콕, 동남부 산업지대인 맙타풋과 캥코이를 잇는 두 개 노선 867㎞의 복선 철도를 건설하기로 했다. 태국 정부는 사업권을 중국에 부여하기로 합의한 바 있다. 

두 나라는 이후 9차례에 걸쳐 관련 회의를 열었으나 중국이 사업 비용을 인상하고, 태국에 제공하기로 한 차관의 금리를 태국의 예상치보다 높게 책정하는 바람에 정식으로 사업계약이 체결되지 않고 있다.  

중국은 사업 비용을 당초 예상액인 4000억 바트(약 13조원)보다 25% 많은 5000억 바트로 상향 조정했다. 또 차관 금리를 태국 측 요구 수준보다 훨씬 높은 2.5%로 제안해 태국의 반발을 사고 있다. 

태국 현지 언론들은 이번 출범식 행사가 착공 지연에 따른 비판을 잠재우기 위한 체면치레로 진행한 것 아니냐는 의혹을 보내고 있다.

A long-discussed project to build a rail link between China and Thailand reportedly may be scrapped unless the two governments reach a financing deal soon.

Under a preliminary agreement signed in 2013, China planned to build a high-speed railroad from the southern city of Kunming through Laos southward to the Thai border, and upgrade an existing railway from the Lao-Thai border to the Thai capital Bangkok. The entire line would span about 1,800 kilometers.

But the plan has been bogged down by the slow pace of negotiations over financing and other details.

A Dec. 4 report in the Bangkok newspaper The Nation said the Thai government has demanded the Chinese finance the project at a 2 percent annual interest rate, while China has insisted on a 2.5 percent rate. The project is expected to cost US$11 billion, the report said.

If the two sides cannot reach an agreement, the newspaper said, the Thai government may sign contracts with Japanese railway companies to help improve the nation’s rail infrastructure. China and Thailand have been talking about a rail link since 1992.
