우리나라가 유엔(UN) 산하 국제해사기구(IMO)의 최상위 이사국인 A그룹 이사국 8연속 진출에 성공했다.   해양수산부(장관 김영석)는 우리 시간으로 27일 밤 영국 런던 국제해사기구(IMO) 본부에서 열린 제29차 총회에서 우리나라가 A그룹 이사국으로 16년 연속 진출하는 위업을 달성했다고 밝혔다. 이에 앞서 지난 26일에는 임기택 전 부산항만공사 사장이 참가 회원국 만장일치로 제9대 사무총장으로 승인·임명되어 겹경사를 맞았다.   상임이사국으로 평가되는 A그룹 이사국*은 최상위 해양국가 10개국이 선출되며, 국제 해운·조선시장을 좌우하는 IMO의 주요정책을 의결하는 역할을 수행한다. 이로써 우리나라는 사무총장 배출국이라는 위상과 더불어 세계 해운?조선분야의 명실상부한 글로벌리더 국가라는 것을 171개 회원국에 각인시키게 됐다.   * IMO 이사회는 A그룹(해운국 10개국), B그룹(화주국 10개국), C그룹(지역대표 20개국) 등 모두 40개 나라로 구성, 2년 마다 재선출      IMO는 유엔(UN) 산하 전문기구로서 해상안전 및 해양오염방지, 해상보안 등에 관한 국제협약을 관장하며, 해운, 물류, 조선, 항만 등 해양분야 전반에 지대한 영향력을 행사하는 국제기구이다.      IMO에서의 연이은 쾌거는 그동안 우리나라가 IMO의 각종 위원회에 적극 참여하여 주도적 입지를 다지는 한편 개발도상국 지원, 소말리아 해적퇴치, 선박평형수와 이내비게이션(e-Navigation) 등 IMO의 핵심쟁점과 의제에 기술적·재정적 기여도를 꾸준히 높여가며 경주해 온 것이 종합적으로 작용한 결과라고 분석된다.   해양수산부는 사무총장 배출 및 A그룹 이사국 8연임으로 우리나라의 국제해사분야 국가브랜드 가치 상승은 물론, IMO에서 담당하고 있는 해운·조선·기자재 등 해사산업 분야의 국제규범 제·개정에 우리나라의 영향력이 커질 것으로 기대했다.   조승환 해양수산부 해사안전국장은 “이를 계기로 고효율 친환경 선박 및 이내비게이션 사업  등 IMO의 핵심적 국제규제가 우리 해사산업 창조경제에 동력이 될 수 있도록 IMO 대응을 한층 강화할 것”이라며, 이와 관련하여 우리의 위상강화와 역할증대를 위해 ”산·학·연·관 협업을 통한 IMO 한국위원회(가칭) 설립, IMO 대표부 신설 및 국내 전담부서 확충 등 IMO 대응기반을 획기적으로 개선해 나가겠다.”라고 밝혔다.   한편, 이번 IMO 총회에 참석한 우리정부 대표단은 임기택 사무총장 승인 및 이사국 선거를 앞두고, 총회 첫 날(23일, 현지시각) 기조연설에서 아국의 국제해사분야 활동과 역할 및 정책비전을 제시하고 리셉션을 개최하여 회원국 지지교섭 및 홍보활동을 활발히 했다. 27일 저녁(현지시각)에는 IMO 사무국과 공동으로 임기택 신임 사무총장 승인을 기념하는 리셉션을 개최하여 우리나라가 IMO의 중심국가임을 널리 알렸다.   우리나라는 1962년 IMO에 가입 후 30년 만인 1991년 지역을 대표하는 C그룹 이사국에 진출해 5연임했으며, 이를 바탕으로 2001년에는 IMO의 핵심정책을 좌우하는 A그룹 이사국에 도전하여 선출된 이후 지금까지 확고하게 그 지위를 유지하고 있다. 해양수산부

S. Korea elected as IMO's Category A member for 8th term

SEJONG, Nov. 30 (Yonhap) -- South Korea has been elected to serve the Category A group of the International Maritime Organization (IMO) for the eighth straight term, solidifying the country's status as a global leader in seafaring affairs, the government said Monday.

The Ministry of Oceans and Fisheries said the assembly of the United Nations agency, which convened in London late last week, picked South Korea as one of the 10 council members of the Category A group, which are countries with the largest interest in providing international shipping services.

The others elected to serve in the group for two years were the United States, China, Japan, Russia, Britain, Norway, Italy, Greece and Panama. Category A members are considered to be the standing board of the IMO, and play key roles in exerting influence on the shipping and shipbuilding markets. 

Asia's fourth-largest economy joined the IMO in 1962 and was previously a member of the 20-member Category C group starting in 1991 for 10 years. It joined Category A in 2001, and has held onto the position ever since.

"South Korea's membership clearly marks it as one of the global leaders in maritime affairs," a ministry source said.

The country has made steady strides to take part in various IMO programs and has been supporting developing countries, fighting pirates, developing guidelines on water ballasts and improving navigation.

In addition to the country being re-elected as a Category A member, the IMO's assembly unanimously approved Lim Ki-tack as the agency's next secretary-general.

Lim, the former head of the Busan Port Authority, will lead the IMO starting Jan. 1. He was tapped for the top port in June.
