유럽 내 최대 독립법인으로서 정보기술 서비스들을 제공하고 있는 비즈니스 업체인 SCC社는 최근 영국 옥스포드 시의회와 함께 향후 10년간 정보기술 기반설비를 건립하기 위한 장기 계약을 체결한 것으로 나타나, 영국의 첨단도시 개발에 대한 세부사항을 상세히 조사해보기로 한다.  상기 계약을 살펴보면, 최초 5년간을 기본 계약으로 유지하고 이후 5년에 대해서는 추가적인 계약이 이루어지는 형식이 도입되었으며, SCC社에서 기반설비와 관련된 서비스들을 시의회에 제공할 것으로 알려졌다. 여기에 포함된 세부 사항들로는 데이터센터 호스팅을 비롯해 서버와 저장기술, 서버의 기술적 지원관련 사안들, 데이터베이스 관리 및 감독, 네트워크보안 관련 기반설비와 그에 따른 지원사항 등이 해당될 것으로 보인다.  옥스포드 시의회가 자체 데이터센터 기반설비를 관리하기 위한 방식은 다양한 서비스들에 대한 호스팅 방식을 아웃소싱화하면서 이를 관리하게 될 것으로 보이며, 이를 위해 전문 서비스 제공업체를 활용하여 이들과 계약을 맺을 것으로 예상된다고 한다.  이러한 접근방식은 피터부르그 시의회의 접근방식과는 다소 대조적인 방식으로 보이는데, 피터부르그 시의회의 전략은 자체 활용하고 있는 전체 기반설비 모두를 Amazon社의 클라우드 환경으로 이전하는 방식을 도입하고 있는 것과는 매우 큰 차이점이 있다 볼 수 있겠다.  옥스포드 시의회의 비즈니스 개발 담당임원인 Helen Bishop씨는 이번 기반설비 확대전략에 대해 SCC社에서 공공분야만을 위해 특화된 복수의 클라우드 플랫폼으로 구축된 센티널서비스를 활용할 것이라고 하며, 데이터센터 호스팅서비스를 제공하기 위해 해당 플랫폼을 활용해나갈 것이라고 밝힌 것으로 나타났다.  센티널은 최초의 범 정부 차원에서의 인증받은 클라우드 플랫폼의 일종으로 유연성을 제공하고 있으며, 이를 통해 의회는 서버 요구사항을 자신들의 사용량에 맞추어 올리거나 내릴 수 있는 장점을 보유하게 될 것이라고 한다. 뿐만 아니라 기타 다른 주요 공공기관 조직 및 기업들의 수량과 연계되어 서비스를 활용하게 될 수 있을 것으로 보인다. 이때 해당되는 공공기관 및 조직은 일례로 민간항공국인 CAA를 비롯해 노동연금부인 DWP, 그리고 잉글랜드 고속도로관리국, 국세청 등이 해당된다고 한다.  이러한 전반적인 프로세스를 감안해볼 때, SCC社는 지속적으로 전문적이고 즉각적인 반응을 세부 요구사안에 맞추어 정보를 제공해나갈 것이라고 하며, 기술적 솔루션을 제공함에 있어 시기적절하고 포괄적인 접근방식을 유지해나갈 것이라고 한다. 이미 지난 2년 내 공공기관용 플랫폼서비스인 센티널도 100퍼센트 가용한 상태로 구현되었기 때문이라고 한다.  출처 KISTI 미리안 『글로벌동향브리핑』

Oxford City Council shifts data centre into the cloud in 10-year contract with SCC

CC, which claims to be Europe's biggest independent IT services business, has won a 10-year IT infrastructure contract with Oxford City Council.

The deal, an initial five-years with the option to extend by a further five years, will see SCC deliver a range of infrastructure services to the Council, including data centre hosting, server and storage, server technical support, database administration, and network security infrastructure and support.

xford's approach to managing its data centre infrastructure by outsourcing the hosting and management to a specialist services provider, contrasts with the strategy adopted by Peterborough City Council, which is shifting its entire infrastructure into the Amazon cloud.

According to Oxford City Council's head of business improvement, Helen Bishop, the Council will also be using SCC's Sentinel service, a "multi-tenanted cloud platform built specifically for the public sector, which the council will use for data centre hosting", according to SCC.

It continues: "Sentinel, the first pan-government accredited cloud platform of its kind, provides flexibility, enabling the council to scale server requirements up or down and pay only for what it uses. This is expected to deliver immediate cost-savings of more than £150k per annum which can be reassigned to the delivery of public services."

SCC claims that Sentinel protects data to Official and Official Sensitive (IL2 & IL3) security standards, and is also used by a number of other major public sector organisations, including the Civil Aviation Authority, DWP, Highways England, HMRC, Yorkshire and Humber Commissioning Support Unit and Mersey Care NHS Trust.

"Throughout the process, SCC consistently showed itself to be professional and responsive by taking note of the information provided and the specification requirements, and offering relevant and comprehensive technical solutions," said Bishop, who claimed that Sentinel had delivered "100 per cent availability in the past two years".
