영국행을 원하는 난민 2천여 명이 28∼29일(현지시간) 이틀 연속 영불 해저터널인 유로터널로 진입을 시도해 극심한 혼란이 빚어졌다. 이 과정에서 수단 난민 한 명이 차량에 부딪혀 숨지고 수백 명의 난민이 쫓겨나거나 체포됐다. AFP통신과 프랑스 주간지 렉스프레스 등에 따르면 28일 밤 0시부터 오전 6시 사이 유로터널이 시작되는 프랑스 칼레항의 터미널에 난민 2천 명이 진입을 시도했다. 이들은 페리에 실려 해협을 건너는 트럭에 몰래 타 영국행을 도모하는 난민들로 하룻밤 새 몰려든 인원으로는 이날이 최다였다. 유로터널은 자체 경비인력과 경찰을 동원해 난민 대부분을 쫓아냈으며 일부는 체포됐다. 로이터통신은 현지 당국자를 인용해 2천100명 정도의 난민이 몰려들어 200명이 체포되고 나머지는 곧바로 쫓겨났다고 전했다. 유로터널 대변인은 "지난 한 달 반 새 가장 큰 규모의 기습시도였다"면서 "약 200명인 경비인력을 모두 출동시켰으며 (난민 등) 다수가 다쳤다"고 말했다. 또 28일 밤부터 29일 새벽까지 최소 1천500명의 난민이 다시 유로터널 진입을 시도했다가 쫓겨났다. 경찰은 25∼30세 가량 된 수단 난민이 영국으로 가는 트럭에 올라타려다가 트럭에 부딪혀 숨졌다고 밝혔다. 지난 6월부터 이날까지 난민 9명이 유로터널을 이용해 영국으로 밀입국하려다가 목숨을 잃었다. 29일 오전 현재 500∼1천 명의 난민이 여전히 유로터널 주변에 머물면서 진입 기회를 노리고 있다고 경찰은 전했다. 전날 난민들의 진입 시도로 칼레항 터미널에는 상당한 정체가 빚어졌다. 영국에서 프랑스로 건너오려던 승객들은 1시간을 기다렸고 반대의 경우도 30분을 대기했다. 싱가포르를 방문한 데이비드 캐머런 영국 총리는 "상황이 매우 우려스럽다"면서 "프랑스와 함께 추가적인 보안 조처를 하고 필요한 곳에 재원을 투자하겠다"고 밝혔다. 테레사 메이 영국 내무장관은 난민 문제 논의를 위해 영국을 방문 중이던 베르나르 카즈뇌브 프랑스 내무장관과 회담한 뒤 유로터널 안전을 위해 700만 파운드(약 127억원)을 투입하겠다고 밝혔다. 메이 장관은 "유럽에 온다고 정착할 수 있는 게 아니라는 것을 알려주기 위해 난민을 서아프리카 등지로 되돌려보내는 데 협력키로 했다"고 말했다. 영국은 이미 470만 파운드(85억원)를 들여 유로터널 터미널 주변에 장벽을 쌓았다. 유로터널을 통해 영국으로 넘어가려는 난민 규모는 최근 들어 급증하고 있다. 올해 1월 600명 수준이었던 것이 현재 5천 명 이상으로 늘었다. 난민들은 구직이 비교적 쉽다고 보고 영국행을 택한다. 또 그간 익힌 영어를 활용하기 위한 목적도 있다. 에티오피아와 에리트레아, 수단, 아프가니스탄 등지 출신이 대부분인 이들은 칼레항 주변에 진을 치고 살다가 해협을 건너는 트럭이 정차한 사이 몰래 올라타는 방식으로 영국행을 시도한다. 유로터널 운영사는 난민 진입으로 발생하는 혼란에 대한 보상금으로 영국과 프랑스 정부에 970만 파운드(약 176억원)를 요구하고 있다. 프랑스 정부는 운영사가 2002년 이후 경비인력을 대폭 줄인 탓도 크다고 비판하고 있다. Another 1,500 migrants – including one who was crushed to death by a lorry – stormed the Channel Tunnel in Calais overnight in the latest desperate attempt to reach Britain.
The dead migrant, a Sudanese man in his 20s or early 30s, slipped as he tried to get underneath a train inside the high-security zone surrounding the undersea link.
He was hit by a lorry which was preparing to drive on to the train and is thought to have died instantly, according to a police source in Calais who said hundreds of officers were involved in a second night of massive intrusions.
It comes after 2,200 migrants tried to gain entry to Eurotunnel's French terminal on Monday, causing chaos for holidaymakers and freight traffic on both sides of the Channel.
France has sent in an extra 120 extra police to secure the terminals as Eurotunnel revealed it had now blocked more than 37,000 such attempts since January.
The escalating crisis has led to calls for the army to be drafted in to help search vehicles coming into Britain for stowaways.

UKIP leader Nigel Farage told LBC: 'In all civil emergencies like this we have an army, we have a bit of a TA and we have a very very overburdened police force and border agency.
'If in a crisis to make sure we've actually got the manpower to check lorries coming in to stop people illegally coming to Britain if in those circumstances we can use the army or other forces then why not.'
