현재 카타르에서 건설공사를 하고 있는 건설사들은 카타르 미래에 대한 불확실성 때문에 매우 불안하다. 2030년 카타르의 국가계획 전망은 변경해야할 만큼 둔화 추세로 부정적이다. 카타르의 건설사들 특히 외국건설사들은 수십억불의 카타르월드컵 프로젝트 발표 당시 많은 돈을 벌기 위해 몰려들었다. 그러나 건설사들의 기대는 빗나갔다.  부도와 계약 문제로 공사가 지연되어 타격을 입고 혼란 속에서 많은 건설사들이 기약도 없이 떠나고 있다. "카타르는 많은 실속 없는 대형 프로젝트들의 건설을 보류했다."고 건설관계자는 말한다. 현재 보류 중인 프로젝트로는 신하마드 국제공항과 웨스트 베이 및 카타라를 연결하는 120억불 규모의 '샤크 크로싱(Sharq Bay Crossing)'의 수중터널 공사, 도하 북측의 화학플랜트, 뉴욕 센트럴 파크를 본뜬 도하 그랜드파크 등이 있다. FIFA 주최국 선정을 위해 벌려논 프로젝트에서의 일련의 부패한 입찰 과정들 때문에 카타르 정분,는 2030년 국가계획을 변경해야하는 당면한 과제들을 안고 있다. 카타르의 2000억불에 달하는 프로젝트들 중 월드컵 건설비만 100억불에 달한다. 몇몇 프로젝트의 계약 조항에는 프로젝트가 완료 후 수년동안 감리자가 금전적으로 법적 책임을 지도록 만들어놨다. 감리자가 대가를 완전히 수령하려면 많은 시간이 소요될 수 밖에 없는 심각한 문제점을 안고 있다. Qatar's investment plans in light of its 2030 national vision are experiencing a slowdown, with contractors operating in the market now uncertain about the future of the projects they were contracted by the government to work on.  

Contractors, especially foreign firms, flocked to the Gulf state as it announced a string of billion-dollar projects since it won hosting rights for the FIFA World Cup 2022; however, the firms' expectations of profits have been marred by project delays, contract problems and bureaucracy, leaving numerous contractors in turmoil and their returns uncertain. 

"Qatar has mothballed a lot of vanity projects," said a source at a construction company operating in Qatar told newswire Reuters on condition of anonymity.

"It's indicative of how the country's grand aspirations have been toned down a little bit."

Projects currently on hold in the country include construction of the $12bn bridge and underwater tunnel link, Sharq Crossing; a chemicals plant north of capital city Doha; and, Doha Grand Park, modelled on New York's Central Park. 

 

It has also been alleged that Qatar is working to shift focus onto its National Vision 2030 as it comes under the scanner for corrupt bidding processes to win FIFA hosting rights. 

The World Cup directly accounts for up to $10bn of the country's total $200bn development programme.

"Qatar ... fears being taken for a ride by international consultants - that this is a gold rush, a boom town, and companies are going to fleece them for as much money as they can," the source told Reuters.

Clauses in some contracts can make consultants financially liable for several years after the project has been delivered, and getting their money back can be a lengthy process.

"Construction companies and consultants are bank-rolling the projects for their clients," said the source.

"Project exposure is tens of millions of dollars, which becomes untenable - they tie us up in their approvals process ad infinitum.

"The money trickles out eventually, but you want a fair day's pay for a fair day's work. They (Qatar) try to shave it off at various stages."
