중국이 중국 본토의 센카쿠(尖閣·중국명 댜오위다오) 열도 쪽 해안에 대규모 기지를 새로 건설하는 계획을 추진하고 있다고 요미우리신문이 13일 보도했다. 센카쿠 열도는 중국과 일본이 영유권 분쟁을 벌이고 있는 곳이다. 중국 해경국은 저장(浙江)성 원저우(溫州)시 해안에 ‘원저우 지휘종합보장기지’라는 이름의 신기지를 만들기로 했다고 요미우리가 이날 전했다. 중국이 추진하고 있는 선착장은 약 50만㎡ 부지에 길이가 1200m에 이르고, 배수량 1만t급 대형 선박 6척이 정박할 수 있는 규모다. 여기에는 비행기와 헬기가 쓰는 격납고와 대형 훈련 시설이 함께 건설된다. 기지 건설에 드는 33억4000만위안(약 6007억원)의 비용 전액은 중국 정부가 부담한다고 신문은 전했다. 이 같은 계획은 원저우시와 해경국 등 관계기관이 개최한 기지 건설 관련 회의에서 다뤄졌으며, 관련 내용이 저장성 홈페이지에 게시돼 있다가 최근 삭제됐다고 신문은 보도했다. 새 기지가 건설되는 윈저우시 해안은 센카쿠 열도에서 약 350㎞ 떨어진 곳으로, 동중국해에 접한 중국 본토의 주요 도시 가운데 센카쿠 열도와 가장 가깝다. 신문은 이 기지가 센카쿠 주변에 파견할 중국 선박의 정박·점검·보수나 선원 훈련 등에 사용될 것으로 보인다면서 중국이 센카쿠 열도를 둘러싼 일본과의 영유권 분쟁에서 대응 수위를 높여가고 있다고 분석했다. 경향신문 도쿄|윤희일 특파원 yhi@kyunghyang.com |

By building the base in Wenzhou, which is close to the Japan-administered islets, the coast guard is apparently hoping to bolster support for surveillance vessels so China can strengthen its claim to them. China calls the uninhabited islets Diaoyu, but they are also claimed by nearby Taiwan, which calls them Tiaoyutai. The move came after revelations that China’s military is building large base facilities on the Nanji Islands, which are in the same province and even closer to the Senkakus, indicating that Beijing is poised to test Japan through concerted efforts by the military and coast guard. Earlier in June, the website of Zhejiang Province published the contents of a meeting between officials of the Wenzhou city government and the China Coast Guard, including the latter’s plan to build the base. The base will occupy about 500,000 sq. meters and will have a pier around 1.2 km long with a facility where six vessels — including large ones with a displacement of up to 10,000 tons — can moor, a hangar for airplanes and helicopters, and a large training facility. China will choose the location after examining several candidate sites. The cost is projected at about 3.34 billion yuan (about $544.3 million) and the Chinese government will bear the entire expenditure. The website noted that China has been regularly sending vessels to waters near the Senkakus since September 2012. That is when Japan decided to buy the islands from their private Japanese owner, effectively nationalizing the chain. As for the purpose of building the base, it said the move would be beneficial for regular navigation conducted to protect China’s maritime interests. It also explained the geographic advantages of having the base in Wenzhou, which at a distance of around 356 km represents the part of the mainland that’s closest to the islets.
