고이즈미 준이치로(小泉純一郞) 전 총리가 최근 일본의 대규모 화산 분화를 거론하며 아베 신조(安倍晋三) 정권의 원전 재가동 정책을 비판했다.  고이즈미 전 총리는 4일 가고시마(鹿兒島)시의 한 호텔에서 진행된 강연에서 최근 가고시마현의 화산섬 구치노에라부지마(口永良部島)에서 대규모 분화가 일어난 데 대해 “화산 분화는 예측이 불가능하다”면서 “일본은 지진의 나라다, 화산도 언제 분화할지 모른다, 일본은 원전을 해서는 안 되는 나라다”고 강조했다.  그러면서 “정부는 일본의 원전은 세계에서 가장 엄격한 안전기준을 가지고 있다고 말하지만, 미국과 비교해 어디가 엄격한가”라고 직격탄을 날렸다. 고이즈미 전 총리는 아베 총리의 ‘정치적 스승’으로 불리지만, 원전에 관해선 ‘탈원전 전도사’를 자처하고 있다. 그는 특히 2030년까지 전체 에너지 공급에서 원전의 비율을 20∼22%로 책정한 정부방침과 관련 “재생 가능 에너지의 보급을 막은 채 원전을 유지하자고 말하는 것과 같다”며 “이런 바보 같은 일이 없다”고 비판했다. 일본은 현재 후쿠시마(福島) 제1원전 사고 여파로 모든 원전의 가동이 중단된 상황이지만 안전이 확인된 원전은 재가동한다는 방침이다.  이와 관련 고이즈미 전 총리는 “가능한 한 원전을 감소시키는 방침과 반대방향으로 향하고 있다”며 “선거에서 말한 것은 벌써 잊었는가”라고 문제를 제기했다. 자민당은 지난해 중의원 선거공약에서 원전 재가동 방침을 내거는 한편 “원전 의존도를 가능한 한 감소한다”고 밝힌바 있다.  고이즈미는 규슈(九州)전력 센다이(川內)원전 1,2호기 재가동 계획을 지목해 “아베 총리가 결단하면 ‘원전 제로’로 해 나갈 수 있는 상황인데 아깝다”며 “총리로서 역사적인 역할을 다할 수 있는 상황은 좀처럼 주어지지 않는다”고 정책 재고를 촉구했다.  한국일보 도쿄=박석원특파원 spark@hankookilbo.com

Kyodo Jun 5, 2015  Former Prime Minister Junichiro Koizumi, who has become a resolute anti-nuclear campaigner following the 2011 Fukushima No. 1 meltdowns, criticized on Thursday the government’s plan to continue using nuclear power, saying it is “in breach of the election pledge” to lower reliance on nuclear power generation. The government of Prime Minister Shinzo Abe, who sees Koizumi as a political mentor, plans for nuclear power to account for 20 percent to 22 percent of Japan’s total electricity output in 2030, compared with around 30 percent before the world’s worst nuclear crisis since the 1986 Chernobyl disaster. Speaking at a press conference in Kagoshima Prefecture, Koizumi said the prime minister is “moving against the direction of lowering reliance on nuclear power as much as possible” as pledged by Abe’s ruling Liberal Democratic Party during campaigning for the lower house election last year. “Has he already forgotten what he said during the election?” asked Koizumi. The former prime minister also criticized the government’s plan to reactivate Kyushu Electric Power Co.’s Sendai nuclear plant located in Kagoshima as early as this summer. The complex is expected to become the first nuclear facility to be restarted under a new set of tighter safety regulations introduced after the Fukushima crisis started. Koizumi said Japan could “go without nuclear power” if Abe made up his mind to do so, urging him to reconsider the resumption plan. It is one of the very rare occasions “when a prime minister can play a historic role,” Koizumi said.
