체코 정부가 150억달러 규모의 원전 공사 재입찰을 가시화했다. 27일 현지언론에 따르면, 보후슬라프 소보트카(Bohuslav Sobotka) 체코 수상은 “내년 안으로 두코파니 원자력 발전소 입찰 공고를 진행할 계획”이라고 밝혔다. 보후슬라프 체코 수상은 최근 “테멜린(Temelin)과 두코파니(Dukovany)에 각각 새 원전을 지으려고 계획 중이다. 우선 첫 공사는 조금 더 노후한 두코파니(Dukovany)부터 시작될 것” 이라고 말했다. 입찰 후보군에는 일본계 미국 기업인 웨스팅하우스(Westinghouse), 러시아 국영 원전업체 로사톰(Rosatom), 프랑스 원자력 기업 아레바(Areva) 등 쟁쟁한 후보군과 함께 우리나라와 중국기업도 거론되고 있다. 체코 정부는 지난 2009년 테멜린 지역에 원전 2기를 새로 짓기 위해 웨스팅하우스사와 로사톰사의 경쟁 구도로 치열한 입찰 경쟁을 이끌었지만, 국제 경기 침체 등 복합적인 문제로 150억 달러 규모의 입찰을 중단한 바 있다. 체코는 총 6기의 원전을 운영중으로, 남서쪽에 위치한 테멜린 원전 2기는 각각 1천MW 전력 을 공급하고, 남동쪽 두코파니 원전 4기는 각각 550MW를 공급한다. 현재 두 지역의 원자력 발전소는 체코 국유 기업인 철도전력공사(CEZ Group)가 관리하고 있다. 다니엘 베네스 재무장관은 공사가 오는 2025년 시작돼 이르면 2032년에 완공될 것으로 내다봤다. 해외건설협회 자료에 따르면, 지난 2007년부터 집계된 우리나라가 체코에서 수주한 공사(국내 하도급 제외)는 총 12건, 약 5억2천만달러 규모에 불과하다. 특히 현재까지는 체코 정부에서 발주한 사업은 수주한 바가 없다. 이번 프로젝트를 수주할 경우 국내에서 맡게 되는 현지 첫 공공발주 사업이 된다. 해건협 관계자는 “체코 정부차원에서도 메가급 프로젝트로 다루고 있는 사업”이라며 “수주에 성공할 경우 동부 유럽권 진출 기회의 교두보가 열리게 될 것. 이에 따른 상당한 부대효과가 기대된다”고 기대감을 드러냈다. 이어 “다만 해외 건설 시장에서 우리보다 몇 발짝 앞서있는 국가들이 후보군에 있고, 국내 기업들 가운데 본격적인 움직임을 보인 곳은 없는 것으로 알고 있다”며 “의미가 큰 사업이지만 추이를 지켜봐야 한다”고 조심스러운 입장을 보였다. 한편, 지난 2009년부터 올 상반기까지 우리나라가 수주한 해외 원전 공사는 총 7건으로, 아랍에미레이트, 요르단, 말련, 영국, 브라질, 네덜란드 등에서 이뤄졌다. Dukovany - The Czech government´s draft plan of action for
nuclear energy development includes the plan to build two new
units in both Czech nuclear power plants, Dukovany and Temelin,
Prime Minister Bohuslav Sobotka said during his visit to the
Dukovany plant today.
The construction of the first unit should start in Dukovany, the older of the two plants. A tender for its supply may be launched in late 2016, Sobotka (Social Democrats, CSSD) said. The government is to resume its debate on the national plan of action for nuclear energy development, which also deals with ways to finance new nuclear resources, on June 3. Sobotka said the approval of the plan would be of crucial importance for the Czech energy industry´s future. "If the plan is approved, it will enable to launch a tender for the supply of the construction of a new unit in Dukovany still before the end of next year," Sobotka said. He welcomed the long lasting support the surrounding villages and the Vysocina Region have expressed for the extension of the Dukovany plant, which is important for the region´s economic stability. According to Finance Minister Andrej Babis (ANO), who visited Dukovany on Friday, the construction of the first new unit in Dukovany should be financed by CEZ, a state co-owned energy utility that operates both Dukovany and Temelin, a plant situated in southern Bohemia. CEZ general director Daniel Benes said the construction of a new Dukovany unit could start around 2025 and last seven years. Sobotka said he expects CEZ to establish a daughter firm in charge of preparing the construction of the new unit. "The preparation of the investment must be financed by CEZ. I do not support the idea of the government guaranteeing energy purchase prices to be in 20 or 30 years. I consider this a risk for public budgets," Sobotka said. On Monday, the cabinet approved an updated national energy plan that projects further development of nuclear energy. It says the Czech Republic should remain self-supporting in electric energy generation, which should mainly rest in nuclear and renewable sources. Industry and Trade Minister Jan Mladek (CSSD) said the expected approval of the nuclear energy development plan should be followed by the government´s decision on whether brown coal mining limits should be lifted or preserved in the Czech Republic. The above decisions would together mean a significant progress in planning the development of the Czech energy industry, Mladek said. Construction of a new unit in Dukovany has been pushed through by local politicians for several years. The Dukovany nuclear plant has four units with total output at 2,040 megawatts. Geological survey is being made on the spot where the new unit is to be built. For now, CEZ considers construction of a unit with the output between 1,200 and 1,700 megawatts, said CEZ project manager Martin Uhlir. One cooling tower 180 metres tall would be at the new unit. The current iron-concrete cooling towers in Dukovany are 120 metres high. |
