일본이 주도하는 아시아개발은행(ADB)이 필리핀의 첫 민관협력(PPP) 프로젝트인 38억불 규모의 마닐라를 연결하는 총연장 653km의 루손섬 남북 도시철도프로젝트 자문계획을 발표했다.  ADB와 필리핀은행은 필리핀 교통부 발주 최대 민관협력사업인 본 프로젝트 입찰에 최대한 협력할 것으로 알려졌다. 루손섬 도시철도프로젝트는 올해 내 입찰을 시행하고 내년에 시공자를 선정할 방침으로 이 사업이 완료되면 필리핀 인구의 절반이 교통편의 혜택을 입게된다. 이 프로젝트는 ADB가 아시아지역 인프라에 200~300억불 규모 공적자금을 지원하는 사업의 일부로 ADB는 작년 인프라 투자촉진을 위한 민간섹터자금을 활용할 목적으로 PPP 전담 사무소를 개설한 바 있다. 캐나다 호주 일본은 ADB의 PPP확장 프로그램을 지원하기 위하여 64백만불의 기금조성에 착수하기도 했다. The Asian Development Bank (ADB) has announced that the first project its expanded public private partnership (PPP) advisory service will support will be the US$3.8 billion Philippines intercity rail project on the main island of Luzon that will have a length of 653 km and will service more than half of the Philippines population. The ADB and the Development Bank of the Philippines will jointly advise the Philippines transport department on the tender for what will become the country's largest PPP project to date. The ADB said that it will help to make sure that the project will be tendered successfully this year and awarded next year. The ADB will also help the Philippines government set terms that will make the project attractive to investors. This project is part of the US$20-30 billion worth of infrastructure projects in the Asian region that will be assisted by the ADB. The ADB established a dedicated PPP office last year in order to utilize private sector money to speed up the development of the region's infrastructure. Canada, Japan and Australia have also set up a US$64 million fund to support the ADB's expanded PPP program. The ADB has increased lending capacity by 50% to respond to the region's financing needs and has also agreed to jointly finance projects with the newly-launched, China-led Asian Infrastructure Investment Bank (AIIB)
