한국풍력산업협회(회장 이임택)는 올해 네덜란드가 추진하는 700MW급 해상풍력 프로젝트에 회원사들과 공동입찰을 준비하고 있다고 밝혔다. 협회는 26일 삼성동 라마다서울호텔 그랜드볼룸에서 올해 정기총회를 갖고 작년 주요 사업계획 및 회계결산을 보고와 이런 내용이 포함된 올해 사업계획안 및 예산안을 의결했다. 사업계획에 따르면 협회는 올해 11월로 예정된 네덜란드 보르셀 700MW급 해상풍력 프로젝트에 참여하기 위해 회원사들과 공동 입찰을 진행한다. 협회 관계자는 "공동입찰을 위해 주한네덜란드 대사관과 긴밀히 협조하고 있다"고 전했다. 아울러 SMP 불확실성, 지방자치단체 규제, 인허가 지연, 계통연계 문제 등으로 지연중인 국내 해상풍력산업의 활성화를 위해 경제성 확보에 주력할 방침이다. 특히 부유식 해상풍력 사업을 촉진한다는 계획이다. 또 국내 육상풍력산업 활성화를 위해 개발사업 환경성평가 지침이나 산림청 산지 관리법 등 각종 인허가 사항으로 계류 중인 발전단지의 사업추진을 위해 인허가 간소화 작업을 진행키로 했다. 경제성 확보가 절실한 소형풍력사업은 보조금 지원 단가를 조정하고, 신재생에너지 공급인증서(REC) 가중치 신설 또는 상향 조정을 정부에 적극 건의한다는 계획이다. 이임택 회장은 인사말을 통해 “작년 산림청의 산지관리법 개정과 육상풍력 개발사업 환경성평가 지침 확정으로 산지진입로나 생태자연도 1등급 인허가 문제가 일정부분 해결됐다”며 “짧게는 약 330MW, 길게는 1GW정도 계류됐던 사업을 추진할 수 있게 됐다”고 기대감을 내비쳤다. 반면 “해상풍력은 정부 정책상 신재생에너지 보급을 위해 필요한 사업이나 SMP의 불안정한 가격변동과 낮은 REC 가중치 등 여건으로 경제성 저하가 우려되고, 국내 풍력관련 제조업체들이 실적을 쌓을 기회가 없어 사업을 포기하는 등 경영이 악화일로”라며 정부 정책지원과 관심을 호소했다. The Borssele Wind Farm Zone
The Borssele Wind Farm Zone is located near the southern border of the Dutch Exclusive Economic Zone (EEZ), approximately 0.5 km from the Belgian EEZ. The total area is approximately 344 square kilometers. The area is expected to be divided into four wind farm sites to be used for the development of four wind farms with a total capacity of 1,400 MW. The call for tenders for the first two wind farms (total capacity of 700 MW) is expected to be issued in December 2015. The Environmental Impact Assessment of the wind farm site decisions I and II is currently in progress. Site data The government provides information on the physical environment of the wind farm sites: the soil- wind- and water conditions. This site data will be made publicly available for commercial parties as input for their Front End Engineering Design (FEED) studies and competitive bids in the tendering procedure for the grant. RVO.nl makes the site data available. The data includes: •A set of desk studies including: •Geology and morphodynamics •Wind resource assessment •Assessment presence Unexploded Ordnance •Assessment archeological and historical value •Site investigations including: •Geophysical survey •Geotechnical survey •Update of the desk studies based on the surveys •The geophysical survey replaces the geological desk study •Update of the morphodynamical study For each tender of wind farm sites a Project and site description will be published in two revisions. The first one after completion of the desk studies (published); a second one after completion of the surveys (expected in October 2015). Currently the first tender for sites I and II of the Borssele wind farm zone is in preparation and is expected to open in December 2015.
