본 프로젝트는 캐나다 세계적인 건축가 캐나다 '모쉐 샤프디(Moshe Safdie)'가 디자인했다.
모쉐 샤프디는 싱가포르의 유명 건축물 '마리나베이샌즈호텔'을 설계하기도 했다.

Construction work has started on a new mixed-use complex in the Jewel Changi Airport in Singapore. Mott MacDonald will serve as the building services consultant for the Jewel Changi Airport (Jewel) complex.
The complex will be located in front of Terminal 1 of the airport on a 3.5 hectare site. It will comprise retail offerings, a hotel and facilities for airport operations.
Among the key features of the complex include a Rain Vortex, which at a height of 40 metres is projected to be the world's tallest indoor waterfall.
The property will also consist of the five-storey Forest Valley, which is a garden featuring thousands of trees, plants, ferns and shrubs.
Mott MacDonald project director CheeChuan Tan said: "The project includes various sustainable features such as optimised chilled and condenser water pipe routing to minimise the power required for pump usage, as well as rainwater harvesting for use in plant irrigation. Condensate water from air handling units will also be recycled, while hot water will be generated through the use of heat pumps."
The new complex will encompass a total gross floor area of about 134,000 square metres, housing five stories above ground and five basement stories.
Construction of the complex will raise Terminal 1's annual passenger handling capacity to 24 million.
New pedestrian connections will be built between Jewel and Terminals 2 and 3, with passengers from Terminal 1 and Jewel to be linked to the airport's MRT station.
The complex is expected to be completed by the end of 2018.
