IABSE 명예회원 54명 중 한국인 최초 "한국 교량 기술 세계적 수준 도달 의미"
토목공학계 원로인 장승필(71) 서울대 명예교수가 교량 및 건축구조 분야에서 가장 영향력 있는 국제학회인 '세계 교량 및 건축구조학회(IABSE)'의 명예회원이 된다.

IABSE는 4월25일 열린 이사회에서 장 교수를 명예회원으로 추대키로 결정하고 오는 9월3∼5일 스페인 마드리드에서 열리는 정기총회 때 공식 추대식을 한다.
지난 1929년 스위스에서 창립된 IABSE 이사회가 추대한 명예회원은 모두 54명이며, 한국인은 장 교수가 처음이다. 아시아에서는 일본 3명, 인도 3명, 중국 1명이 배출된 가운데 장 교수는 아시아에서는 8번째 명예회원이 됐다.
장 교수는 앞서 1994년에는 IABSE 한국 지회를 설립했고, 2005년부터 2013년까지는 IABSE 부회장을 역임했다.
장 교수는 21일 연합뉴스와의 통화에서 "한국인이 IABSE 명예회원으로 추대된 것은 대한민국의 교량 건설 기술이 세계적인 수준에 도달했다는 것을 의미한다"며 "굉장히 영광스럽다"고 소감을 밝혔다.
지난 1961년 서울 공대 토목공학과를 졸업한 장 교수는 육군장교로 복무한 뒤 독일에서 유학했다. 1976년 독일 슈투트가르트 공대에서 교량전공으로 공학박사 학위를 받은 뒤 모교인 서울공대에서 32년간 후학들을 양성하다 2008년 정년 퇴임했다.
장 교수는 "1970년대에 독일에서 공부할 때 교수님이 '한국은 차가 없으니 다리를 만들 때 사람 반, 가축 반으로 통행 구성을 하면 어떻겠냐'라는 얘기를 했었다"며 "50년이 지난 지금 한국의 교량 기술은 독일 기술자들과 함께 토론할 수 있는 수준까지 올라왔다"고 자랑스러워했다.
장 교수는 후학을 양성하는 동시에 서해대교, 영종대교를 짓는 데 직접 관여했고, 서울 올림픽대교와 고속화도로, 부산 광안대로, 고속전철, 초장대교량사업 등 전국 주요 도로와 교량 및 철도 공사에서 핵심적인 자문위원 역할을 했다.
특히 주 전공분야인 '케이블로 지지된 장대 교량의 동적 거동과 교량의 건전성을 평가하기 위한 모니터링 기법'은 전남 광양과 여수를 연결하는 이순신 대교, 그리고 울산 대교 등을 건설할 때 적용됐다. 장 교수는 1996년 한국지진공학회를 창립했고, 1997년에는 한국지진공학연구센터장으로 임명돼 9년간 한국 내진 공학 발전의 기초를 닦았다.
이후 지진 관련 분야인 세계원자력구조역학학회(IASMiRT) 회장을 역임하면서 한국 원자력구조역학 분야의 세계화에 큰 역할을 담당했다.
장 교수는 "한국은 아직도 지진이 얼마나 대형 참사인지 잘 알지 못한다"며 "내진 설계가 제대로 되지 않은 집들의 복원 방안, 해일·화재 등 지진 후 사태에 대한 대책, 다리와 소방서를 지을 때 내진 설계를 하는 방안 등을 지속적으로 연구해야 할 것"이라고 강조했다.
서울대에서 퇴임한 뒤 인천대와 성균관대에서도 석좌교수로 출강했던 장 교수는 후진들을 위한 격려의 말도 아끼지 않았다.
장 교수는 "선배들이 애를 쓴 덕분에 한국의 교량 건설 기술이 많이 발전했지만, 이제는 따라가던 것에서 벗어나 리드해야 할 시기가 왔다"며 "지도자가 되려면 기초지식을 지녀야 하니 이를 열심히 길렀으면 한다"고 조언했다.

Sung-Pil Chang, Emeritus Professor of Seoul National University, recent Vice-President of IABSE has been awarded IABSE Honorary Membership “in high appreciation of his outstanding and dedicated services to the Association”. The Award will be presented on occasion of the IABSE Annual Meetings and 37th IABSE Symposium to be held in Madrid from August 31 until September 5, 2014.
Sung Pil Chang received his Doctor-Ing. degree at Stahlbau Institut in 1976 and his Diplom-Ing. degree in Bauingenieurwesen in 1971 from the Stuttgart Technical University in Germany. He received his Bachelor's degree in the Civil Engineering Department of Seoul National University in 1965. After he had finished his studies in 1976, he served for 32 years at the Seoul National University as an Assistant, Associate and Ordinary Professor. Since 2008, he is a Prof. Emeritus of Seoul National University.
Prof. Chang was the Founding Director of Korea Earthquake Engineering Research Centre and the Founding President of the ANCER (Asian-Pacific Network of Centres for Earthquake Engineering Research). He served as the President of KSCE (Korean Society of Civil engineering) and was the Founding President of EESK (Earthquake Engineering Society of Korea). In 2013 he became to be the first Honorary
President of EESK for 5 years. He was also actively involved in Nuclear Power Plant Industry in Korea as a Member of the Nuclear Safety Committee and also served as the Chairman of the Nuclear Safety Expert Committee for the Site and the Structure in the Ministry of Science and Technology of Korea. He is now a Senior Member of The National Academy of Engineering of Korea and also a Life Member of The Korean Academy of Science of Technology. He has been actively involved since 2009 to develop the design technologies for cable supported bridges as a programme director at the Super Long Span Bridge R&D Centre. His major scientific research areas are the dynamic behaviour and the health monitoring technology of cable supported long–span bridges.
Won by the enthusiasm and energy he experienced at the 10th IABSE Congress in 1976, Sung-Pil Chang joined IABSE the same year and was the first Chair of the Korean Group that was founded in 1997. He has been active in numerous Scientific Committees of IABSE Conferences, and was first a member and subsequently Vice-Chair of Working Commission 5 (2003-2005). He was Vice-President of IABSE from 2005-2013. As Chair of the OC he organised the 18th Congress of IABSE, which was a magnificent success. In 2013, before the end of his 2nd term as Vice-President, he became the first ´flag bearer´ of IABSE, bringing its banner to the top of the Mount Eiger, Switzerland. Since 2013 he serves on the Advisory Board to the Executive Committee and is a delegate to the Permanent Committee since 17 years.
The International Association for Bridge and Structural Engineering (IABSE) was founded in 1929, IABSE and deals with all aspects of planning, design, construction, maintenance and repair of civil engineering structures. To fulfil its mission, IABSE organises conferences and publishes a quarterly journal, Structural Engineering International, as well as books and reports. The Association has a number of technical groups and presents awards in recognition of outstanding contributions in the domain of structural engineering.
