두산중공업, 2조원 규모 인니 자와(JAWA) 화력발전소 건설공사 EPC 수주
1000MW 화력발전소 2기(9, 10호)
현지 업체와 컨소시엄 구성
두산중공업이 인도네시아의 국가전력 확충 계획 일환으로 진행되는 대규모 화력발전소 건설 프로젝트를 수주했다.
6일 관련 업계에 따르면 두산중공업은 5일 인도네시아의 인도네시아파워(PT. IP)가 51%, 바리토 퍼시픽이 49% 출자해 만든 특수목적법인이 발주한 1000MW 화력발전소 2기(9, 10호)를 건설하는 자와(JAWA) 프로젝트의 EPC(설계·조달·시공) 계약 우선협상대상자로 선정됐다.

According to the PT PLN 2016-2025 long range plan (page 147), PLTU Jawa-9 could be developed as an expansion of an IPP which has been in operation, or the construction of new power plants by IPP in Banten province.[2] According to the PT PLN 2017-2026 plan, both Jawa-9 and Jawa-10 are delayed to 2022 and increased in size from 600 MW to 1000 MW in order to use a more "efficient and environmentally friendly" technology.[5] The plants will be developed either by PLN or as an IPP with alternative locations in Central Java or West Java.[6] In February 2018 PLN subsidiary Indonesia Power, along with Indonesia petrochemical company PT Barito Pacific, announced they had shortlisted three to four companies for the Engineering, Procurement, and Construction (EPC) contract to develop their Java 9&10 coal-fired power stations, with the selection to be announced by mid-2018. The coal plants are described as ultra supercritical. The 2,000MW project is estimated to cost about US$3.5 billion. Domestic infrastructure financing institutions such as Sarana Multi Infrastruktur are expected to support the power plant, as well as the export credit agency of the selected EPC contractor. The new units are planned to be built next to the existing 4,025MW Banten Suralaya power station. Jawa-9 does not appear in the 2018-2027 plan, while Jawa-10 appears as a 1,000 MW plant with a completion date of 2024. sourcewatch.org |

이번 수주 규모는 1기당 1조원씩 총 2조원에 달한다.
구체적인 지분 규모는 확인되지 않았지만 두산중공업은 현지 업체와 컨소시엄을 구성해 프로젝트를 수주한 것으로 전해졌다. 따라서 실제 받게 될 대금은 1조원 내외가 될 것으로 예상된다.
이번에 수주에 성공한 발전소는 인도네시아 자바섬 서부, 수도 자카르타에서 약 130km 떨어진 칠레곤(Cilegon) 지역에 건설될 예정이다. 실제 건설은 내년부터 돌입할 것으로 전망된다. 각각의 납기는 9호 45개월, 10호 48개월이다.
인도네시아 정부는 앞서 2015년 3만5천MW 규모의 국가전력 확충계획을 발표했다. 두산중공업이 이번에 수주한 자와 프로젝트는 이 계획의 일환이다.
두산중공업은 초초임계압(USC) 방식으로 발전소를 건설할 계획이다. USC 화력발전소는 동일한 양의 화석연료를 사용하면서도 더 많은 전기를 생산하고, 이산화탄소 등 유해물질 배출이 적은 고효율·친환경 발전설비다.
한편 인도네시아에서 국내 업체로는 지난 3월 삼성물산 건설부문이 자카르타에서 동쪽으로 약 100km 떨어진 칠라마야(Cilamaya) 지역에 1760MW 규모의 복합화력발전소를 건설하는 ‘자와-1’ 프로젝트를 따낸 바 있다.
