미 국무부, "남북관계 개선과 비핵화는 따로 진전될 수 없어"

   미 국무부는 남북관계 개선과 비핵화는 따로 진전될 수 없다는 입장을 거듭 분명히 했습니다. 한반도에서 휴전상황이 끝나기를 바라지만 남북대화에선 비핵화가 큰 부분을 차지할 것으로 기대한다는 설명입니다. 김영남 기자가 보도합니다.

국무부는 개선된 남북 관계를 환영하지만, 문재인 한국 대통령의 말처럼 관계 개선이 비핵화와 별개로 진전될 수 없는 것으로 인식한다고 말했습니다.

헤더 노어트 미국 국무부 대변인이 19일 정례브리핑에서 미북 정상회담 준비상황 등에 관해 설명했다.

[녹취: 노어트 대변인] “So we support the improved inter-Korean relations, but we also recognize something that President Moon has said that that can’t advance separately from denuclearization. So that is a goal that president Moon has still hold as do we, and he has made very clear that it the big part of the conversation.”

헤더 노어트 국무부 대변인은 19일 정례브리핑에서 남북 정상회담에 대해 미국 정부가 우려하는 게 있느냐는 질문에 우려는 없다면서 이같이 답했습니다.

아울러 이는 문재인 대통령이 계속 유지해 나가고 있는 목표이고 미국도 마찬가지라고 설명했습니다. 그러면서 문재인 대통령이 비핵화 문제가 남북 대화에서 큰 부분이 될 것이라는 점을 매우 명확히 했다고 강조했습니다.

또한 남북대화는 매우 중요하며 두 정부간 논의할 내부적인 사안들이 많고 양측 시민들에게도 매우 중요하다는 점을 알고 있다고 덧붙였습니다.

노어트 대변인은 종전협정 체결보다 비핵화가 우선시 돼야 하느냐는 질문에 남북 대화의 우선 순위를 논할 입장이 아니라면서도 정전협정이 공식적으로 종료되는 것을 당연히 보고 싶고 이를 지지한다고 밝혔습니다.

[녹취: 노어트 대변인] “I can’t name the priorities for those two governments sitting down and having their conversations and their meetings. I can just say that we would certainly like to see an end, formal end to the armistice, and that is something that we would support… We would like to see a resolution to that overall, but I am not going to get ahead of the president.”

또한 이 문제가 해결되기를 전반적으로 바라지만 김정은과의 대화를 앞둔 트럼프 대통령 보다 앞서나가지 않겠다고 설명했습니다.

노어트 대변인은 비핵화에 대한 미북 간 해석 차이가 있느냐는 질문에 과거 언급했듯 김정은은 비핵화할 의지가 있고 이에 전념하고 있다고 말했다고 답했습니다.

[녹취: 노어트 대변인] “I think that we have covered this before that KJU has said that he is willing to denuclearize, and is committing to do so, and we expect that as well, and the part of U.S. Government, there is our policy, and our policy has not changed in any way.”

이어 미국 역시 북한이 그렇기를 바라며 미국의 정책에는 어떤 변화도 없다고 설명했습니다.

노어트 대변인은 북한은 ‘북한의 비핵화’가 아닌 ‘한반도 비핵화’라는 표현을 계속 사용한다는 지적에 대해서도 미국은 한반도 비핵화를 논의하는 북한과의 대화를 갖기를 고대한다는 입장을 재차 확인했습니다.

노어트 대변인은 마이크 폼페오 중앙정보국(CIA) 국장 겸 국무장관 지명자의 방북과 관련해서는 세부 사항을 공개할 수는 없지만 북한과의 대화와 협상들은 고위급에서 진행되고 있으며 북한 정부 측과 직접 접촉했다고 말했습니다.

[녹취: 노어트 대변인] “Obviously, our conversations and negotiations with North Korea, which we shared with you, have been happening at the high level that we had direct contacts with the government of North Korea. For specific, I am not going to refer to that, I am not going to get into the details, but I can tell you that we are having constant conversations and communications with our other agency and department partners.”

또한 국무부는 현재 다른 정부 부처들과 꾸준히 대화와 소통을 하고 있다고 덧붙였습니다. 아울러 폼페오 지명자의 방북에는 국무부 직원이 동행하지 않았다는 점도 확인했습니다.

노어트 대변인은 폼페오 지명자가 김정은을 만나 억류된 미국인 문제를 언급했느냐는 질문에, 북한에 억류된 사람들을 비롯한 미국인의 안전과 안보는 미국이 북한과 대화를 할 때마다 제기되는 사안이라고 답했습니다.

[녹취: 노어트 대변인] “Whenever we have conversations with North Koreans that is always an issue that is raised, safety and security of Americans, including those who are being held in North Korea is a top top issue for this administration.” 

또한 이는 현 행정부의 최우선 과제라는 점도 거듭 강조했습니다.

노어트 대변인은 김정은의 최종 목표는 평화협정을 통한 주한미군 철수라는 지적에, 이 역시 앞서나간 것 같다며 트럼프 대통령과 김정은 사이의 첫 만남이 이뤄질 것이고 회담에서 어떤 일이 일어나는지 지켜볼 것이라고 말했습니다.

[녹취: 노어트 대변인] “I think that we are getting ahead of ourselves. We are set to have our first meeting between the president and KJU, and we will see what comes out of that meeting, but I think that folks are getting ahead of themselves when they start talking about U.S. forces.”

노어트 대변인은 북한이 말한 '한반도 비핵화'에 따라 미국은 핵 준비태세를 검토할 계획이냐는 질문에도 북한과의 대화를 고대한다는 입장을 반복했습니다.

한편 캐티나 애덤스 국무부 동아시아태평양 담당 대변인은 북한이 비핵화의 조건으로 주한미군 철수를 요구하지 않겠다는 입장을 미국에도 전달했느냐는 VOA의 질문에 사적인 외교 대화를 구체적으로 언급하지 않겠다고 선을 그었습니다.

[녹취: 애덤스 대변인] “We aren’t going to discuss the details of private diplomatic conversations. North Korean leader Kim Jong Un has said he is committed to denuclearization, pledged to refrain from any further nuclear or missile tests, and understands routine joint military exercises between the Republic of Korea and the United States will continue. We remain committed to the permanent denuclearization of the Korean Peninsula.”

그러면서 김정은이 비핵화 의지를 밝히고, 어떠한 추가 핵.미사일 실험도 자제하겠다고 약속했으며, 정례적인 미-한 연합군사훈련이 지속돼야 한다는 점을 이해한다고 말했다고 덧붙였습니다.
