이 사업은 효율적 인력 고용의 효율성을 고려한 민간부문과 철도시스템의 유지관리 

기준의 개선을 함께 포함한다.

이집트의 철도개량사업은 지난 몇년동안 많은 철도사고로 인해 매우 중요한 

핵심사업으로  부각되고 있는 상황이다.

일련의 이런 사고들은 '휴먼에러' 또는 정부 집행의 안전장치 부족에 기인하는 것으로 알려져 왔다.

올 3월 이집트 교통부의 한 고위관리는 "새 철도와 메트로 건설에  최대 8.1억불의 비용을 투자해야 

하며 룩소~카이로, 알레산드리아~카이로, 룩소~후르가다 등 3개 고속철 노선의 개량을 위한 대규모 투자는 

약 7.3억불의 투자 효과를 낼 것"이라고 언급했다.

Egypt is aiming to finalise a plan to modernise the country’s railway system infrastructure by 2022, according to local reports.

Transport Ministry spokesman Mohamed Ezz said that the plan will involve further engagement with the private sector to boost manpower efficiency and improve maintenance standards of railway infrastructure, Egyptian daily Awal Al Ghad reported.

The need for railway system improvement in Egypt has reached a critical point, as a string of accidents have been reported over the last few years, many of which were said to be the result of “human error” and a lack of basic safeguards enforced by the government.

In March, Egypt’s Transport Minister Hesham Arafat said during a conference that the country is targeting up to $810m (€14.4bn) worth of investment in new rail and metro projects.

The bulk of the investment for three high-speed rail lines running from Luxor to Cairo, Alexandria to Cairo and from Luxor to Hurghada, will have a combined value of $731m (€13bn), Arafat added.
